WILSON COUNTY JOB DESCRIPTION
JOB TITLE: County Engineer
FLSA: Exempt

GENERAL STATEMENT OF JOB
Works under general supervision of the County Manager, supervises, assigns, reviews, the work of staff responsible for capital improvement projects. Work involves coordinating activities with other County departments, consultants, contractors, and Wilson County Schools. Work entails assisting management with determining technical objectives; ensuring work quality and adherence to established policies and procedures; and performing the more technical tasks relative to Wilson County Government capital improvement projects, which includes Wilson County Schools facilities and Wilson County Water Services. Position’s overarching goal is to take advantage of best practices in the industry and apply to all projects. Work is guided by, and must be in compliance with, federal and North Carolina law, local codes, statutes and North Carolina Department of Public Instruction requirements regarding facilities.

Under the direction of the County Manager, manages the Capital Improvement Plan and CIP Budget. Works with committees and architectural/engineering consultants. Prepares construction cost estimates and planning schedules and develops strategy and data to justify projected facility needs, site requirements, and expenditures. Obtains appropriate permits for projects; 

Work specific to Wilson County School facilities is guided by, and must be in compliance with, federal and North Carolina law, local codes, statutes and North Carolina Department of Public Instruction requirements regarding facilities as listed in the Public Schools of North Carolina Facilities Guidelines. 

Work specific to Wilson County Government facilities is guided by, and must be in compliance with, federal and North Carolina law, local codes, and statutes where applicable. 

Work specific to Wilson County Water Services is guided by knowledge of the principles and practices of civil engineering as applied to water and sewer main construction, pumping stations, and land development; ability to inspect projects for compliance with ordinance and code provisions; 

Manages, coordinates the design, permitting, construction document preparation, contract bid/award, and construction of Capital Improvement Program projects. Collaboratively works and communicates with county management, county commissioners, and school district staff to coordinate planning, design, contracting, and construction.

Utilizes project management strategies and software to be used in assessing bids, managing the implementation of awards, monitoring and assessing project progress. Provides leadership to the county’s facilities committee. Identifies questions and issues and initiates discussion with bidders to resolve all such questions and concerns. Develops recommendations, based on committee review, for the selection and award of bids.

Coordinates capital construction activities with all county departments such as renovations, inspections, contractor and architect meetings, permitting activities, progress approval, project close-out, calendars, mandated reports, etc. for the purpose of ensuring that all phases of construction projects are completed within specifications, within cost parameters, and with minimal interruption to site personnel.

Communicates with municipal officials, engineers, developers, attorneys, planners, other departments and the public regarding services, policies, regulations, and/or state and federal funding assistance. 

Represents the County at technical meetings and conferences in regard to present and future projects and various County matters as required.

Proficiency with software applications such as GIS, AutoCAD, and standard office products.

Performs other related duties as assigned.

Requires a Bachelor’s Degree from an accredited university in Civil or Environmental Engineering, or related engineering field, and seven (7) years of progressive experience in project management, preparing and managing budgets, engineering and environmental regulations, and/or programs including a minimum of four (4) years of supervisory experience over professional, technical, and administrative personnel; or equivalent combination of education and experience.
 
Preferred Qualifications
Master’s Degree from an accredited university in Civil or Environmental Engineering, or related engineering field, and ten (10) years of progressive experience in complex project management, educational facility work, local government facility work, preparing and managing budgets, engineering and environmental regulations, and/or programs including a minimum of six (6) years of supervisory experience over professional, technical, and administrative personnel; or equivalent combination of education and experience. 
 
Required Licenses or Certifications
Possession of a Professional Engineer license (P.E.).

Physical Requirements: Must be physically able to operate a variety of equipment and machinery including trucks, tractors, backhoe, tapping machines, mechanics tools, electrical tools, plumbing tools, hand tools, etc. Must be physically able to operate motor vehicles. Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or 25 pounds of force constantly to move objects. Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs or other parts of the body to grasp, push, pull or otherwise move objects. Physical demand requirements are for Heavy Work. 

Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving instructions, assignments and/or directions to subordinates and assistants.

Language Ability: Requires the ability to read correspondence, forms, records, technical study reports, invoices, grant applications, insurance reports and claims, balance sheets, minutes, etc. Requires the ability to prepare correspondence, reports, logs, forms, etc., using prescribed forms. Requires the ability to speak before groups of people with poise, voice control and confidence

Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; deal with several abstract and concrete variables.

Verbal Aptitude: Requires the ability to record and deliver information and to follow and give verbal and written instructions. Must be able to communicate effectively and effectively in a variety of technical or professional languages including accounting, personnel and governmental terminology.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; to multiply and divide; to calculate percentages and decimals; to interpret graphs; and to compute discount, interest, profit and loss, ration and proportion, etc.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes in using automated office equipment.

Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Does not require the ability to differentiate colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress and when confronted with people acting under stress.

Physical Communication: Requires the ability to talk and/or hear (talking – expressing or exchanging ideas by means of spoken words). (Hearing – perceiving nature of sounds by ear). Must be able to communicate via telephone.

Knowledge, Skills and Abilities
 
Comprehensive knowledge of the theory, principles and practices of civil engineering as applied to the development and construction of capital projects; ability to plan projects and prepare related designs, estimates and specifications; 

Ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems; skill in the use of civil engineering instruments and equipment; ability to communicate complete ideas effectively, orally and in writing; ability to establish and maintain effective working relationships with County officials, associates, contractors and the general public.

Special Requirement

Possession of a valid North Carolina driver's license.
