PRIMARY FUNCTIONThe Business Analyst shall support the FBI Intelligence Technology Section (ITS) by providing knowledge and expertise in IT Process Management to assist the Operational Business Managers and ITS projects to succeed.ESSENTIAL FUNCTIONSAssist the Program Manager (PM) in managing the IT system(s) assigned and represent the program for at least simple tasks if the PM is absent. This includes items such as representing the PM in meetings, sending emails to further the project, and requesting tasks, efforts, and progress be made if approved beforehand by the PM.Research technical details, organizational interdependencies and individual backgrounds and report findings to ETU OBMs prior to events or meetings.Provide systems engineering expertise and technical oversight to ETU projects, to include application design, infrastructure, networks, requirements, cost, schedule, risk, quality, configuration and change control, communications, and security.Review design and technical documentation to validate decisions or recommend alternative courses of action.Provide IT expertise based on their qualifications for system development lifecycle and related development methodologies, to include spiral and agile.Apply Earned Value Management (EVM) concepts to monitor and provide status of individual projectsEvaluate new tools as they are deployed to determine how the tools are used in order to suggest improvement, requirement, or other efficiencies that might be employed in the tools.Provide guidance and support to the systems training teams in support of the end-users.Assist Program Managers in prioritizing user requirements and bug or defect repair issues and user requirements for new functionality.Support access control functions associated with ITS tools and systems for any systems directed by the Government.SUPERVISORY RESPONSIBILITIESThis position does not have direct reports or supervisory responsibilities.KNOWLEDGE, SKILLS, and ABILITIES:Ability to enter data accurately into databases.Ability to write routine reports and correspondence.Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff.Must possess effective oral and technical written communication skills to clearly communicate information to others.Ability to use general office equipment such as phone, copier, scanner, printers, etc.Ability to follow a process.Strong professional customer service skills, including active listening, prompt service and follow-up.Strong analysis and problem-solving skills; ability to draw conclusions and justify decisions.Must be able to communicate issues to management.High degree of self-motivation and the ability to work independently.Ability to multi-task.QUALIFICATIONS:Systems Engineering or IT Project Management Experience (at least one year of experience preferred).IT infrastructure and Lifecycle Management experience with the FBI or equivalent Federal agency (one year of experience preferred).Demonstrated knowledge of database design and searchDemonstrated knowledge of workflow management and business process mappingRequires excellent oral and written communication skills and outstanding customer service; includes the ability to brief to Executive Management (EM)Intermediate level experience in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, etc.)Experience documenting SOPs and other technical support documentsDemonstrated ability to gather and interpret metrics from systems, reports, spreadsheets, and other data setsBe able to multi-task and compile information from multiple sources/locations and present in a singular format, both written and orallyExperience with Intelligence Community Agencies and processes, including the Intelligence Cycle (preferred)Must be a US CitizenMust possess and maintain a current Top Secret (TS) ClearanceMust fluently speak, read, understand, and write the English languageAbility to successfully pass a pre-employment physical and drug test.PREFERENCE STATEMENT Preference will be given to Calista shareholders and their descendants and to spouses of Calista shareholders, and to shareholders of other corporations created pursuant to the Alaska Native Claims Settlement Act, in accordance with Title 43 U.S. Code 1626(g).EEO STATEMENT Additionally, it is our policy to select, place, train and promote the most qualified individuals based upon relevant factors such as work quality, attitude and experience, so as to provide equal employment opportunity for all employees in compliance with applicable local, state and federal laws and without regard to non-work related factors such as race, color, religion/creed, sex, national origin, age, disability, marital status, veteran status, pregnancy, sexual orientation, gender identity, citizenship, genetic information, or other protected status.
