General Statement of Job:
To provide leadership in the collaboration with other

district leaders to ensure that the school district recruits, retains, develops, recognizes and rewards a high quality workforce that can manage ongoing change successfully while meeting the diverse needs of students, parents, and the community.


Essential Functions:

  • Creates and executes plan for human resources and organizational development in alignment with the district’s strategic plan.
  • Facilitate, supervise, and evaluate activities and performance of human resources staff.
  • Establish and maintain an organizational structure for providing assistance and support to individual schools for effective operation.
  • Provides leadership and guidance for recruitment, staffing, employee relations, and employee benefits.
  • Interprets and communicates existing personnel policies and procedures to staff as needed.
  • Directs the various operations of the personnel department.
  • Facilitates meetings and professional development on personnel related topics and issues for administrative staff.
  • Provides guidance in the allotment planning to schools and departments.
  • Provides oversight of the employment of licensed and non-licensed personnel for all schools and administrative departments.
  • Provides guidance and direction for office support personnel engaged in the daily operational duties of the department.
  • Investigates, analyzes and makes decisions regarding personnel problems and issues.
  • Provides guidance to the Board of Education in the reviewing and updating board policies.
  • Serves as a designated mediator for parents and school personnel in problem solving sessions as assigned by the Superintendent.
  • Provides oversight of the development and management of the Title II Federal Program budget in accordance with federal and state laws and policies.
  • Coordinate with the Finance Dept. in establishing school-based allotments, salary assignments for both licensed and non-licensed personnel.
  • Directly supervise staff in the HR Dept and the Technology Dept.
  • Stays abreast of current research and best practices in human resources management and development.
  • Performs other duties as assigned by the Superintendent and/or the BOE.


Minimum Qualifications:

Master’s Degree in School Administration preferred or Bachelor’s Degree required in related areas of human services and personnel Management or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

Minimum of five (5) years supervisory / administrative experience required

Excellent communication skills (oral and written)

Excellent human relations skills


Knowledge, Skills, and Abilities:

  • Knowledge of district organization, operations, policies and objectives.
  • Knowledge of supervision, training and performance evaluation.
  • Knowledge of and experience in sound fiscal practices, including management of initiative resources.
  • Knowledge of program design, implementation and evaluation.
  • Knowledge and skills in the area of instructional leadership with experience providing professional development.
  • Knowledge of strategic planning and project management protocols.
  • Ability and willingness to collaborate with multiple stakeholders
  • Ability to analyze situations accurately and recommend an effective course of action.
  • Ability to establish and accomplish project goals and objectives within the preconceived project constraints (typically scope, time, and money).
  • Ability to handle sensitive and confidential information appropriately.
  • Ability to inspire trust. Possesses high levels of self-confidence and optimism.
  • Models high standards of integrity and ethical behavior.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to lead others to implement high-quality instructional practices consistently across classrooms and school sites.
  • Ability to maintain complete and accurate records and statistics and to develop meaningful reports from that information.
  • Ability to effectively express ideas orally and in writing.
  • Ability to make effective oral presentations before groups of people.
  • Ability to exercise considerable tact and courtesy in frequent contact with the public.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
