US National Archives and Records Administration is Hiring an Attorney Advisor Near Washington, DC

Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Attorney Advisor, you will:

  • Act as a legal advisor to the Director, OFR, on program and publishing requirements of the Federal Register System.
  • Conduct legal research in case law and other legal sources on questions arising from OFR staff and federal agencies on publishing requirements in the Federal Register.
  • Provide consultation with agencies in order to meet publication requirements of the Administrative Procedure Act, organic statutes, and existing regulations. Advise and train agency drafters and legal officers in requirements of Executive Order 12866.
  • Monitor Presidential documents, Congressional bills, Federal Court decisions, and agency rulemakings for current developments in administrative law and actions that would affect the publication of the Federal Register and the legal advice extended to agencies that wish to publish documents.
  • Serve as a team leader in the Legal Affairs and Policy Division by responding to the day-to-day questions of the division's writer editors, assisting the writer editors with any issues that require the input of an attorney. Evaluate these issues and bring them to the attention of the Director of the Legal Affairs and Policy Division as necessary.

Requirements

Conditions of Employment

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • Designated and/or Random Drug Testing may be required.

Qualifications

You must meet the following requirements by the closing date of this announcement.
Basic Requirements: Applicants must (1) be a graduate of an accredited law school with a LL.B., J.D. or equivalent; (2) be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia.
Specialized Experience GS-12 Level: To qualify for the GS-12 position, applicants' resume must demonstrate 2 years of professional legal experience, equivalent to the GS-11 level in the federal service.
Specialized experience GS-11 Level: To qualify for the GS-11 position, applicants' resume must demonstrate 1 year of professional legal experience at the GS-09 level in the federal service.
This experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Education

Education Requirements: Applicants must be a graduate of an accredited law school with a LL.B., J.D. or equivalent.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
