Criminal Justice Council is Hiring an Attorney Advisor Near Washington, DC

The position is located in the Criminal Justice Coordinating Council (CJCC), an independent agency, which serves as a forum for identifying challenges and generating solutions to enhance public safety and the fair administration of justice for District of Columbia residents, visitors, victims, and justice-involved individuals. CJCC facilitates information sharing and collaboration; conducts research and analysis; and provides training and technical assistance on behalf of its District and federal member agencies.

As an Attorney Advisor, incumbent is responsible for providing proficient legal advice to the Executive Director and agency staff with respect to agency policies and procedures; information sharing agreements and memoranda of understandings; and the impact of federal and local laws, regulations, policies, and orders on CJCC operations, as well as criminal and juvenile justice system operations.

Duties and Responsibilities

Incumbent monitors, reviews, and interprets Federal and District laws, rules, regulations, legislation, administrative and executive orders to determine the effect on CJCC’s operations and the District’s criminal and juvenile justice system operations. Determines the agency’s need for revised laws and regulations through discussions with the Executive Director, staff, and other technical personnel; recommends and drafts new enabling legislation and amendments to existing legislation and regulations for consideration by policy makers and legislative bodies. Performs complex research on laws, rules, regulations, administrative and executive orders, and legislation by tracking proposals, reports, hearings, and bills, and submitting assembled information to supervisor for determination of appropriate actions. Prepares memoranda on legal questions and proposals and drafts documents to relay critical observations, findings, and recommendations on proposed changes.

In consultation with the Executive Director, responds to Congressional and Council inquiries regarding proposed legislation. Notifies the Executive Director and relevant agency staff of Congressional and Council hearings and proposed legislation related to CJCC operations or criminal and juvenile justice system operations. Drafts agreements to facilitate data and information sharing between CJCC and federal and District agencies with respect to research and analysis, multi-agency efforts, and JUSTIS, the District’s Integrated Justice Information System (IJIS). Trains agency staff on laws, rules, regulations, and administrative and executive orders that affect CJCC operations and criminal and juvenile justice system operations and information sharing. Supports the agency in complex administrative hearings, and prepares evidence, briefs,

motions, and other documents to support cases, as necessary, and assists the agency and/or the Executive Director with litigation. Gives advice regarding compliance with applicable personnel regulations and agreements, including advice related to personnel actions. Serves as the agency’s Freedom of Information Act (FOIA) Officer, ensuring the prompt review of all FOIA and public document requests, and when required, coordinates those requests with other organizational elements. Provides recommendations regarding the releasability of CJCC records to members of the public, along with the responsive documents. Performs other related duties as assigned.

Qualifications/Education

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Working Conditions/Environment

The work is typically performed in an office setting.

Licenses and Certifications

Graduated with a Juris Doctor from a law school accredited by the American Bar Association (ABA) at the time of appointment.

Must be an active member in good standing of the bar of the District of Columbia, or eligible for waiver into the bar. (If eligible for waiver, incumbent must successfully obtain admission to the D.C. Bar within 360 days of commencing employment).

Other Significant Facts

Tour of Duty: Monday - Friday; 8:15 a.m. - 4:45 p.m. This position requires attendance at biannual or quarterly CJCC public meetings that may occur after regular office hours, as well as occasional community meetings on nights and weekends.

The District of Columbia government maintains a drug free work environment policy. All District employees are subject to post-accident/incident and reasonable suspicion drug and alcohol testing.

The incumbent of this position will be subject to a criminal background check that will beconducted pursuant to internal agency policy.
