Criminal Justice Council is Hiring a Policy Advisor Near Washington, DC

This position is located in the Criminal Justice Coordinating Council for the District of Columbia (CJCC). CJCC is an independent agency within the District of Columbia government. CJCC’s mission is to serve as the District of Columbia’s forum for District and federal members to identify cross-cutting local criminal and juvenile justice system issues and achieve coordinated solutions for the criminal and juvenile justice systems. CJCC also facilitate and supports member-identified priorities, strategies and initiatives that will improve public safety and related criminal and juvenile justice services for District of Columbia residents, visitors, victims, and justice-involved individuals.

This position functions as a Policy Advisor with responsibility for identifying policy issues, proposing solutions, and facilitating implementation of multi-agency efforts to help implement those solutions.

Duties and Responsibilities

Responsible for policy advisement and project management in support of priority areas identified by CJCC members and the Executive Director. Facilitates committee and workgroup meetings with staff from relevant District and federal agencies and other stakeholder groups. Facilitates the development and implementation of multi-agency projects to address justice system issues that have been identified by committee and workgroup members. Plans and convenes training and technical assistance and information sessions with respect to CJCC priority areas. As delegated by the supervisor, the Policy Advisor has the authority and responsibility for the successful completion of projects, including oversight of projects conducted by contractors, and develops comprehensive plans showing the tasks, target dates and persons responsible for the various activities for the duration of identified projects (as appropriate).

Conducts in-depth research and analysis of criminal justice policy issues. Presents critical observations, findings and recommendations on criminal justice policy and legislation and their effect on the District’s justice system activities. Develops other quantitative and qualitative analyses, as required, consistent with commonly accepted practices for program evaluation. Assures that policy issues and recommendations are well-defined and recommends needed amendments to laws, regulations, and other rules. Reviews technical, financial, and administrative correspondence and reports, identifying complex and unusual problems; discusses with responsible manager; and provides substantive recommendations. Prepares policy statements and reviews and assesses the impact of proposed legislation on functions, responsibilities, and operations of the agency, as directed. Assesses, compiles and reviews data to develop policies, procedures and/or systems for establishing, operating and assessing the effectiveness of agency activities. Prepares grant applications to obtain funding to support research, analysis and technical support related to CJCC priority areas. Supports the supervisor in developing responses to high-level inquiries from the Mayor, the City Administrator, CJCC members, the Council of the District of Columbia, or others regarding issues of significant importance and/or consequence, complexity, or sensitivity. Performs other related duties as assigned.

Qualifications and Education

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the applicant must have at least one (1) year of specialized experience equivalent to the next lower grade level int he normal line of progression.

Collective Bargaining Unit: This position is not in a collective bargaining unit.

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

The incumbent of this position wil be subject to a criminal background check that will be conducted pursuant to internal agency policy.
