Position Description

USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team ZemiTek, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

G3PC serves as the principal focal point for humanitarian policy development, engagement, and institutional relationships with international organizations and other donor governments, among other areas of focus. Through G3PC, USAID/BHA maintains a humanitarian team at USUN to provide humanitarian operational experience at USUN, troubleshoot humanitarian issues with UN agencies in New York, negotiate humanitarian resolutions at the UN General Assembly (UNGA) and UN Economic and Social Council (ECOSOC), represent USAID and the USG interagency views and interests on humanitarian assistance issues, and report to the USG on the proceedings of UN activities.Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Location: New York, Reporting to UN 3 days a week

Work Schedule: Full-time, Hybrid (3 days in office)Starting Salary Range:  Full salary range for this position is: $160,000.00 - $165,00.00 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.

Clearance Required: Able to obtain a secret level clearance (US citizenship required)

Responsibilities

● In coordination with USAID/BHA and the State Department, help USUN leadership and the USUN humanitarian team advisors advance critical humanitarian initiatives in New York by drafting strategies, providing analysis, organizing events, coordinating among USUN, USAID/BHA, and the State Department, gathering information and views from critical stakeholders relevant to humanitarian initiatives, and regularly advising USUN leadership on recommended course of action.● Provide critical analysis on humanitarian policy issues and offer key advisory support on humanitarian issues to the BHA humanitarian advisors based at USUN/NY, as well as senior-level USUN/NY and U.S. Government officials.● Coordinate with State Department and USAID staff to obtain detailed guidance on USG positions pertaining to UN resolutions.● Liaise effectively with BHA staff based at USUN/New York, USUN/Rome, and USEU/Brussels, as well as at BHA and USAID headquarters in Washington, D.C.● Anticipate the information needs of USUN/NY officials and support the preparation for analyses, briefings, documents and meetings on humanitarian issues, e.g. assist in preparing the USUN Ambassadors to speak on critical humanitarian subjects before the Security Council, UNGA, ECOSOC, and other UN bodies.● Support the BHA humanitarian advisors’ analysis and critique of UN proposals and, as necessary, suggest alternative language.● Assist the BHA humanitarian advisors in developing strategic recommendations for U.S. action and positions while accounting for continuously changing humanitarian situations.● Assist USUN and State Department colleagues in the development of appropriate guidance and voting instructions and preparation of high-level policy speeches, briefing/background papers, and statements/talking points on humanitarian issues.● Offer advisory support to the BHA humanitarian advisors during negotiations of humanitarian resolutions with other member states in the UN.● Attend various high-level UN, USUN, UN Office of Coordination of Humanitarian Assistance (OCHA) Donor Support Group, Humanitarian Liaison Working Group, and other meetings to gather information, views, etc. in a non-representational capacity.

● Report to the State Department and USAID/BHA on views and decisions taken by USUN on matters relating to humanitarian affairs.● Assist the BHA humanitarian advisors in answering relevant congressional and public inquiries, providing guidance to other USG agencies on areas of concern, and justifying or negotiating significant or controversial BHA or USAID policy positions to the international community.● Consistently model behaviors that demonstrate a commitment to fostering a non-hostile work environment free of discrimination, bias, unfairness, exclusion, offensive behaviors and harassment of any kind.● Serve on a USAID/BHA D.C.-based Response Management Team (RMT) and/or Disaster Assistance Response Teams (DART) overseas in support of humanitarian coordination needs, as requested.● Perform other duties as assigned.

Qualifications

Bachelors degree and tweleve (12 ) Years, Masters degree and ten (10 ) yeaars, PhD and eight (8 ) years, or High school diploma and sixteen (16 ) years of relevant professional experience.● Documented experience in the international humanitarian assistance environment, operations, related policies, regulations, ● Experience with the inter-relationships among the USG, donor and other international organizations;● Detailed knowledge of humanitarian operations and partner programming – at country and at global level;● Must be able to obtain and maintain a US Government issued Secret clearance for the duration of your employment.

Preferred Qualifications and Requirements:Preferred: Bachelors degree and fifteen (15 ), Masters degree and twelve (12 ), or High school and twenty (20 ) of relevant professional experience working in emergency relief or on humanitarian policy or programming issues.

● Possess excellent judgment and reliability;● Have strong organizational skills and exceptional attention to detail;● Possess excellent oral and written communication skills;● Have strong working knowledge of Microsoft Office and Google Suite;● Be able to multi-task and work under deadlines in a fast-paced and collaborative environment;● Be capable of prioritizing tasks and follow up on actions without prompting;● Be flexible and adaptable to changing circumstances; and● Be willing to go the extra mile and participate as an active team member who assists other team members as necessary.

Working Conditions and Physical Requirements: o Hybrid work environment (in-person with ability to telework);o Lifting in excess of 25 lbs, standing for long periods of time, traveling across base regularly, transporting equipment, etc).
