US Federal Transit Administration is Hiring a Supervisory Budget Analyst Near Washington, DC

Duties

As a Supervisory Budget Analyst, you will:

  • Lead FTA’s Budget Office with responsibility for managing a wide variety of functions relating to the formulation, justification, execution, and analysis of the agency’s program and administrative budget.
  • Provide leadership and direction to subordinate supervisors and other assigned staff responsible for budget administration, including formulating and implementing policies, plans, procedures, process improvements, including leveraging technology tools to manage and continually improve the formulation and execution of the overall budget.
  • Provide advice and recommendations on all aspects of the budget to agency executives, program officials, and managers. Directs the formulation and presentation of the budget and leads budget execution in coordination with key FTA and Department of Transportation stakeholders.
  • Exercise program direction over the budget process; ensures that resources are effectively and efficiently utilized, and obligations incurred and expenditure of funds are in accordance with existing laws and regulations.
  • Provide on-going analysis of agency financial data and prepares regular financial reports, charts, and resource recommendations for the use of agency leadership.

The ideal candidate for this position has experience working with senior officials and leading a team in leveraging the latest analysis tools to formulate, execute, present, and monitor an agency budget.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Developing and monitoring a complex budget for a large organization with multiple sources of funding.
  • Devising new methods, techniques, process, and use of technology to improve the oversight and management of a budget.
  • Analyzing and interpreting complex budget policy.
  • Presenting complex financial information to executive leadership.
  • Leading and developing a diverse team responsible for budget administration activities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Budget Administration – Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget, financial forecasting, and the relationships among program, budget, accounting and reporting systems.
  • Leadership – influences, motivates, and challenges others; adapts leadership style to a variety of situations.
  • Problem Solving – Ability to identify problems; determine accuracy and relevance of information in support of analysis and problem solving; use sound judgment to generate and evaluate alternatives and make recommendations.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
