Duties

  • Ensures Accounting/Financial reports are consistent with the budget and reconcile with accounting personnel during budget formulation.
  • Performs a wide variety of administrative and analytical duties related to program/budget planning with the formulation, justification, presentation, execution, and review.
  • Interprets comprehensive department, federal, and congressional budgetary regulations.
  • Analyzes, monitors, and tracks workload data throughout the year to identify any variances within the annual budget plan.
  • Identifies, researches, evaluates, and recommends options on issues that affect the Department's financial management activities.
  • Reviews financial management operations for compliance with policies, procedures, and internal controls.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience, as defined below.
Specialized Experience:
To qualify for the GS-12: Have at least one year of specialized experience, equivalent to the GS-11 level in Federal Service or equivalent responsibility in the private sector/pay systems that equipped me with the particular competencies to successfully perform as a Budget Analyst: Such experience includes: 1) Experience in the preparation of budget estimates and justifications using OMB Guidance's and practical application to develop and assess cost methodologies; 2) Experience using accounting standards and practical application in producing financial reports; 3) Applies analysis techniques to program data expressed in financial terms, which includes a detailed review of budget requirements; 4) Experience in reviewing budgets using OMB Guidance's to evaluate and assess the impact of budget to the Organization program objectives; 5) experience identifying and analyzing trends in the receipt, obligation, or expenditure of funds, and/or mission workload to ensure that objectives of the annual financial plan are being met on a timely basis and that funds are available and being properly and effectively used to support assigned program objectives; 6) Experience providing advice on all aspects of financial management; and 7) Experience using automated systems and software functions to produce budget reports and spreadsheets in complex formats.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education cannot be substituted for specialized experience at this grade level.

If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
