US Architect of the Capitol is Hiring a Budget Analyst Near Washington, DC

Duties

The incumbent is a budget analyst for a serviced organizational component performing the full range of budget analysis assignments. The incumbent serves as the primary payroll analyst and advises on financial resources for full-time equivalents (FTE) for budget execution, formulation, and reporting. The incumbent provides authoritative advice to supervisors and managers on the proper and effective utilization of all financial resources in accordance with applicable laws, regulations, and agency policies and programs.

  • Plans, directs and performs detailed analysis and reporting for payroll and FTE for the agency. May also be assigned other segments of the client’s operating programs. Integrates, computes, compiles, consolidates, and prepares bi-weekly and ad hoc payroll reports for execution reviews and annual budget submissions. Develops and coordinates programs for the planning, design, construction, and maintenance of facilities with which mechanical engineering is concerned.
  • Monitors execution and provides reports of payroll resources and FTE and any other assigned budgetary accounts.
  • Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis and that funds are available and being properly and effectively used to support program objectives.
  • Reviews budget estimate input for compliance with payroll and other policies, rules, regulations, and procedures prescribed and provided by the AOC Budget Office.
  • Establishes controls and monitors the use and rate of commitments and obligations through review of documentation, accounting records, and personal interface with agency program managers.
  • Advises management officials on the technical aspects essential in the development of budget estimates for payroll and other budgetary resources.
  • Reviews, verifies and analyzes payroll data for consistency with financial program objectives and for adherence to instructions.
  • Conducts accounting investigations of special problem areas, particularly where no guidelines are furnished, and formulates solutions based on sound accounting principles and techniques.

Performs other related duties as assigned.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. The qualifying experience includes meeting at least three (3) of the tasks listed below to qualify for this position. It must be reflected in your resume that these tasks performed are on a regular and recurring basis identified in the resume.

1. Apply comprehensive knowledge of commonly used budgetary methods, practices, procedures, regulations, precedents, and policies to perform budget analysis, formulation, and execution duties.
2. Prepare and Analyze Payroll. Review and interpret complex payroll data, identify and resolve discrepancies and generate detailed reports. Proficient in data analysis and reporting tools such as Excel and pivot tables.
3. Prepare written documents and reports to communicate detailed agency financial information, including availability and status of funds, expenses, and obligations.
4. Provide guidance and interpretation on financial/budget regulatory or statutory requirements, policies, and procedures.
5. Maintain financial controls and monitor obligations, utilization, and commitments for a large organization.
