Duties

Duties Listed Below are at the Full Performance Level (FPL) of GS-12:
Manages a grant portfolio within assigned program area(s) of varying complexity, scope, and impact, and conducts the day-to-day fiscal management for the grants within the grant portfolio.

Works collaboratively with administrative, program, and performance offices that play a role in the administration of Employment and Training Administration (ETA) grants and provides accounting advice to grantees and ETA staff.
Identifies internal control weaknesses and recommends corrective actions in the impacted procedures, processes, and systems.
Formulates goals, plans, policies, procedures, and work plans supporting the development and execution of assigned programs.
Provides risk assessments associated with various program decisions.
Recommends revisions, modifications, reprogramming/amendments, or other remedial actions to correct problems and deficiencies.
Communicates Federal and grant award requirements to grantees to ensure understanding of grant requirements.
Interprets Federal requirements and procedures to grantees to assist them to comply with Federal requirements.
Follows up on audit findings with grantees to ensure compliance.
Reviews a variety of financial reports, analyzes and validates financial data, and resolves accounting discrepancies in reported data.
Apply detailed guidance to support a consolidated audit readiness strategy for the region.
Provides guidance to ensure overall compliance with related financial systems, inventory controls and accuracy, along with general equipment asset accountability.
Briefs customers/directors and/or program managers on new and revised accounting requirements and their impact.
Uses tact and diplomacy to resolve issues or conflicts between groups with different objectives and needs, as well as promoting communication, coordination, cooperation, and mutual understanding.
Develops procedural manuals, methods, and directives.
Prepares formal reports which present sound analytical findings and point out instances of good management practices.

Qualifications

For GS-11: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level of GS-09 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience at the GS-11 level includes two of the following:
. Utilizing the basic concepts of financial principles, including budget analysis, and preparation of financial management reports.
. Utilizing the knowledge of financial and program practices, policies, functions to advise management on the improvement of finance and program operations;
. Conducting oversight of financial management systems to ensure compliance with applicable laws, regulations, and policies;
. Providing training and technical assistance to organizations to improve internal controls;
. Planning and making modifications to financial systems and/or accounting program operations, or to investigate and analyze financial data reported by external entities to resolve problems.
