The Position
A member of the Division of Human Resources senior leadership team and reporting to the Senior Vice President, Human Resources, this role has responsibility for providing strategic direction and leadership to the Solution Center, Onboard@Penn , Records, Human Resources Information Management and HR Communications. The Executive Director, Human Resources Services, will develop and maintain relationships with leadership within the Division of Human Resources and across Penn schools/centers, ensure compliance, review and improve processes and ensure efficiency of all functional areas.
Key Responsibilities
Provide strategic direction of and manage Human Resources Services team (Solution Center, Onboard@Penn , Records, HRIM and HR Communications). Ensure alignment with the priorities and strategic goals of the University, SEVP, and Division of Human Resources.
Provide leadership to newly created HRIM Manager and ensure efficient operations of this function.
Develop and maintain cross functional partnerships with Division of Human Resources leadership, which contribute to effective operations and compliance.
Engage with school/center Human Resources leadership and external partners including Workday Operations and Payroll, to collaborate on shared goals and support their objectives and operations.
Identify and obtain sound and accurate metrics. Determine opportunities to improve the processes and outcomes of Human Resources Services, as well as other areas of Human Resources.
Analyze results and trends and implement enhancements to the processes of Human Resources Services as appropriate. Engage Human Resources Services team in the compilation, review, presentation, and implementation of actions resulting from review of relevant data and statistics.
Manage the identification, development, implementation and administration of comprehensive and compliant policies and procedures through collaboration with members of Core Human Resources and School/Center Human Resources Leadership.
Participate in campus-wide or department-specific strategic projects, committees, and working groups as needed and cascade information to Human Resources Services team and Division of Human Resources leadership for informational purposes and appropriate response. Qualifications
The successful Executive Director of HR will have a Bachelor's Degree (Master's preferred). Minimum of seven to ten years of experience in an HR role. Seven to ten years of progressive management experience in Human Resources. Analytic rigor and the ability to strategize solutions that meet long-term objectives. Demonstrated experience in planning and implementing large-scale projects. Ability to influence and manage competing stakeholders. Excellent interpersonal skills with ability to interact at all levels of the organization. Experience with Workday or similar HCM program. Professional certification in Human Resources preferred.
Other attributes include skill managing politically sensitive issues within a complex higher education environment; experience in long-range planning for programs in a changing academic environment without sacrificing quality; proven leadership skills combined with tact and diplomacy; outstanding interpersonal and communications skills; strong conceptual, analytic and problem-solving skills; self-starter with drive, persistence, discretion and integrity.

Salary offers are made based on the candidate's qualifications, experience, skills, and education as they directly relate to the requirements of the position, as well as internal and market factors and grade profile.
