U.S. Fish and Wildlife Service is Hiring a Management and Program Analyst Near Salt Lake, UT

Duties

As a Management and Program Analyst your duties will include, but are not limited to, the following:

  • Serves as an expert analyst with responsibility for supporting the design and implementation of a performance based business management system, utilizing the cornerstones of strategic and annual performance planning; accountability reporting and evaluation; and activity cost analysis.
  • Utilizes knowledge of a wide range of administrative laws, policies, regulations and precedents where available to develop and refine a strategic planning and performance management methodology to identify strategic and operational performance planning issues.
  • Integrates costs with Fish and Wildlife Service performance information to meeting Office of Management and Budget (OMB) and Department of the Interior (DOI) federal budget and performance requirements identified in OMB Circular A-11.
  • Helps with the development, coordination and implementation of procedures to improve performance assessment, data
    collection, data aggregation, data cleansing and report generation.
  • Coordinates and represents the Service with counterparts in the Departmental Offices of Planning and Performance Management, the Performance Management Steering Committee, the DOI Office of Budget, Fish and Wildlife Service program staffs and regional organizations, the FWS's Budget Division to assure that budget submissions are aligned with Departmental and bureau strategic plans, and the evaluation of prior year program results fully factored into the planning.

Qualifications

Only experience and education obtained by 03/26/2024 will be considered.

Minimum Qualification GS-13

One year of specialist experience equivalent to at least the GS-12 level in the Federal service performing ALL of the following duties:

1. Working on Agency- level projects or initiatives related to strategic planning, program evaluation, organizational performance management, or building evidence to support policy.
2. Interpreting federal laws, mandates, and executive orders, in a decision-making context, in order to develop significant Agency policies, plans, procedures, goals or objectives.
3. Communicating sensitive and critical information, and complex ideas, to senior leadership officials; and
4. Communicating the organization's vision and objectives, setting priorities, monitoring organizational performance, or program evaluation.

  • Knowledge of advanced management and organizational principles and practices supplemented by comprehensive knowledge of Service and planning, programming, and resource management guidelines and processes in order to prepare long-range resource and staffing plans, develop staffing and funding guidance, and continuously assess the effectiveness of utilization of program resources in accomplishing program goals and objectives.
  • Ability to communicate complex requirements to non-technical personnel, and present briefings to senior management officials and the private sector on complex/controversial issues.
  • Skill in project leadership, management, and coordinative activities sufficient to control and integrate a variety of assistance, systems analysis, quality assurance, and information development activities occurring concurrently.
