US National Highway Traffic Safety Administration is Hiring a Program Analyst Near Salt Lake, UT

Duties

The Program Analyst:

  • Conducts in-depth project reviews and coordinates activities for NDR tasks with NDR team leads and Division Chief. Reviews procurement and contract actions related to NDR projects for consistency with agency and program goals, agency policies and procurement requirements and regulations.
  • Leads, plans, schedules, coordinates, and oversees development initiatives, considering all aspects of Capital Planning, Enterprise Architecture, E-Government initiatives, Security requirements, Federal Mandates and Legislation, and Compliance Reviews. The incumbent coordinates IT development activities within the NHTSA IT development framework.
  • Provides leadership and technical direction within NDR & TR Division for the planning, development, management, and execution of the annual budget and the contract programs. Assists the Division Chief in the program planning and establishment of goals and objectives and contributes to the NDR & TR budget materials.
  • Coordinating the preparation of special, high priority reports or projects. Applies qualitative and quantitative analysis methods to prioritize and manage program risks to ensure program success. Defines and manages overall change control processes and quality assurance aspects of major NDR & TR projects to ensure program success.

The ideal candidate should possess excellent communication skills, with experience in contract and project management. The candidate must possess a strong understanding of budget preparation and execution, project management, procurement matters, and FISMA reporting. State driver licensing experience is highly desirable and must be able to work independently.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.
  • POSITION SENSITIVITY AND RISK: Varies by position and will be based on the position to which appointed.
  • BACKGROUND INVESTIGATION: You may be required to complete a background/ security investigation and meet preliminary requirements prior to onboarding.
  • FINANCIAL DISCLOSURE: Varies by position. If applicable, the applicant selected is required to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience planning, conceptualizing, and implementing project management relating to procurement, budget formulation and tracking.
  • Experience in developing and implementing information technology to perform variety of program management, i.e., management oversight, management of various program and policies.
  • Experience in using project management software such as Primavera or Microsoft Project Management.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience using evaluative and analytical methods that measure complex and diverse business processes and provide solutions.
  • Experience investigating, analyzing problems, and determining the best possible solution to use when designing and programming a system.
  • Experience in developing and implementing information technology.
  • Experience communicating technical information through briefings, reports, or other structured means on a regular basis or as required by specific project needs.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Demonstrated knowledge of planning, budgeting, implementation, and evaluation of driver licensing safety programs.
  • Demonstrated ability to coordinate IT resources efficiently and effectively to meet overall program strategies in support of agency mission
    and programs.
  • Demonstrated experience in identifying issues and developing strategies for implementing or maintaining driver licensing programs.
  • Demonstrated ability to meet, coordinate and deal with internal and external customers and with procurement staff in a professional and
    effective manner.
