US National Highway Traffic Safety Administration is Hiring an IT Specialist (Technical Project Management) Near Washington, DC

Duties

As a IT Specialist (Technical Project Management), you will:

  • Manage and maintain software acquisition, integration and modernization projects; develop work plans, work breakdown structures, and schedules in a matrix organization to accomplish the project requirements; utilize Agile software development methodologies, while integrating DevSecOps processes during project execution.
  • Monitor project performance, tracking and reporting trends, analyze performance issues and provide advice on corrective action plans regarding overall schedule, scope, cost, and quality.
  • Develop and communicate complex technical strategies and solutions, orally and in writing, to diverse audiences such as Chief Information Officer (CIO), system owner, program office stakeholders and external entities such as auto manufacturers.
  • Perform as Contracting Officer’s Representative (COR) on information technology services and product contracts; manages contractor staff to include adherence to cost and schedule; monitor and evaluate contactor deliverables and performance.
  • Leads the design, development, or migration of on-premise legacy or advanced applications, and their deployment in Amazon Web Services (AWS), Microsoft Azure, or other cloud hosted environments.

The ideal candidate must have strong communication and organizational skills and is comfortable presenting project information to managers and executives in the department. The perfect candidate will be capable of managing information technology projects for applications, cloud hosted or on premise, software as a service, and COTS (commercial off the shelf) implementation, information technology architecture design, operational strategies, system and software migrations. As a senior-level Information Technology Specialist, the ideal candidate will manage and maintain IT solution software, services, acquisition, development, implementation, testing, and maintenance. The ideal candidate will have knowledge of Agile Project Management and Systems Development Lifecyle methodologies and Continuous Integration/Continuous Delivery (CI/CD).

CONDITIONS OF EMPLOYMENT:

  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
  • FINANCIAL DISCLOSURE: Varies by position. If applicable, the applicant selected is required to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience managing concurrent IT projects utilizing agile software development methodologies such as Scrum, Kanban, Lean, etc.
  • Experience executing IT project management best practices and principles in government or private industry, including earned value management; requirements gathering; cost benefit/alternatives analysis; risk management, acquisition management, resource planning and scheduling.
  • Experience developing and communicating technical recommendations, strategies, and solutions, orally and in writing, to management and executives within an organization.
  • Experience leading IT modernization projects, migration of systems or deployment of newly developed systems into a cloud hosted environment such as Microsoft Azure, Amazon Web Services (AWS), etc.

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis.
