Summary
The selectee of this position serves as a Program Manager responsible for providing supervision and oversight of the USMS program(s) and specific projects regarding Environmental, Occupational Safety and Health (EOSH); actions include; define, manage, and track all projects that support the program areas; manage and track budget formulation and execution; and provide oversight to ensure all project schedule milestones.
This position is located in the Management Support Division / Arlington, VA.

Duties
As a Program Manager at the GS-0340-14 grade level, some of your typical work assignments may include, but are not limited to, the following:
Direct, coordinate, and/or oversee work of Environmental, Occupational Safety and Health (EOSH) and administrative staffs.
Plan, organize, and oversee efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment.
Manage short- and long-range planning activities that include multi-year work plans that are the products of lower-level organizational projects/programs.
Consult with key managers and stakeholders to ensure that all implications are identified, weighed, and considered in the study and discussion of effective and efficient resource use and distribution.

Conditions of Employment
Must be a U.S. Citizen or National.
Must pass a pre-employment drug screening and background investigation.
Must be able to obtain and maintain a favorable determination of suitability for a Public Trust position.

Status Candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

The incumbent is required to occasionally travel by plane or motor vehicle. Anticipated travel frequency is less than 25%. Will be required to maintain eligibility for a government charge card for travel.
The incumbent is required to drive a motor vehicle to conduct business at various locations. A valid State driver’s license is required.
Qualifications
TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility.
One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.
To qualify at the GS-14 grade level, you must meet the following:
Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties:
Providing oversight and analysis of a program area including budgeting, tracking project milestones, and advising senior leaders;
Evaluating and resolving problems related to the implementation of short- and long-term plans for programs and corresponding projects;
Recommending program and policy changes to leadership; and
Conveying information and data analysis in a variety of formats (e.g. presentations and briefings) to major stakeholders.

This position is open to Competitive Merit Promotion, Non-Competitive and Special Hiring Authority eligibles. You must meet the requirements for one of the following eligibilities:
Current permanent competitive service employees; former Federal employees who achieved career status in the competitive service; or former Federal employees who served on a career conditional appointment without achieving career status in the competitive service who was separated less than 3 years ago, must submit an SF50 that indicates career or career-conditional (Tenure field 1 or 2); AND status in the competitive service (Position Occupied field 1.)
