Position: Director, RAD Program Reports To: Senior Vice President, Asset & Property Management Department: Real Estate, Asset & Property Management
Pay Grade: Q Position Summary:
The Program Manager, RAD will be responsible for leading the agency’s planning and implementation of the Rental Assistance Demonstration (RAD) program under the supervision of the Vice President, Real Estate Asset and Property Management. The RAD Program Manager will assess the agency’s existing public housing succportfolio and work closely with existing private development partners to successfully restructure and transition properties to the more stable HCV/Section 8 funding platform available under RAD. Ensures that the agency’s RAD program processes are well defined and structured with a coordinated approach from assessment through application, financing, construction and final conversion. Essential Duties and Responsibilities:
Collaborates with various internal divisions on RAD issues to ensure a coordinated approach that is in compliance with HUD RAD regulations and MTW authority. This
includes but is not limited to Asset Management, Investments and Capital Markets, Construction Project and Program Management, Legal, Compliance, and Finance.
Work collaboratively with private owners of RAD-eligible properties to promote and assess potential projects. Pursue applications as determined and manage such projects through the conversion /refinance I construction process.
Identify properties best suited for RAD through the review and analysis of financials, physical conditions, and overall performance.
Prepares initial applications in accordance with RAD guidelines for selected properties and submits amendments or extension requests as needed.
Collaborates with the underwriting team and private owners/developers to prepare financing
plans, development budgets (sources and uses), and operating proformas that comply with HUD's program guidelines and lender requirements.
Collaborates with Compliance team to prepare and distribute required notices (GIN and RIN) related to relocation in a timely manner; conduct resident meetings in accordance with RAD guidelines.
Serves as the agency’s contact person for all questions from HUD about RAD applications. Provides weekly updates to senior management.
Presents RAD projects to the various internal committees and Board of Commissioners for approval.
After issuance of CHAP, manages the conversion process, including the timely submission of documents required under RAD. Serve as the development manager to ensure successful conversion working with the Oversight Project Manager in Construction, Program and Project Management throughout construction.
Coordinate with the RAD Construction Oversight Project Manager for construction updates throughout the Construction Process.
Facilitates regular meetings and calls with the internal RAD team and private owners to manage the RAD pipeline and ensure projects are moving through the RAD process smoothly; identifying potential problems and developing corrective action plans to keep projects on track as needed.
Stay abreast of national RAD policies, program changes and legislation and assess the impact of changes on current RAD projects.
Knowledge and Skill Requirements:
successful completion of a RAD training program with certification.

Education and Experience:
This position requires a minimum of a Bachelor's Degree in Public Policy or Business Administration or related field and at least two years of experience managing complex government RAD programs or initiatives.
A Master's degree or Project Management Professional certification is preferred.
Must possess excellent written, verbal and interpersonal communication skills. Must be computer literate.
Working Conditions:
Works in an office environment. May require frequent bending, stooping, reaching and prolonged sitting and/or standing. May require regular lifting usually not exceeding 15 lbs. May be required to have a valid State of Georgia driver's license and be fully insurable for the purpose of obtaining clearance on company "Authorized Drivers List".
