The Durst Organization Inc. is Hiring a Residential Compliance Manager Near New York, NY

Overview

Responsible for oversight of all affordable housing compliance and regulatory operations as it pertains to Low Income Housing Tax Credit, 421-a, Rent Stabilization, Affirmative Fair Housing, State and City Regulatory guidelines. Direct management of Certification Specialists and Compliance Coordinators. 

Responsibilities

  • Ensure compliance with all regulatory agreements and guidelines
  • Prepare and submit all monthly, quarterly, annual, and as-needed reporting requirements to applicable funding agencies
  • Ensure accurate and proper eligibility qualification for all applicants and residents on an ongoing basis (including conducting initial and annual certifications as needed)
  • Serve as a resource to team members and liaison with other departments as it relates to affordable housing and regulatory compliance
  • Prepare, audit, and reconcile all approved subsidized housing contracts
  • Generate and review initial leases and lease renewal leases to ensure compliance with applicable guidelines
  • Conduct annual apartment inspections
  • Prepare and coordinate lottery and rent-up activities in accordance with compliance agencies
  • Assist residents and applicants with inquiries and questions regarding Affordable Housing Program compliance and availability
  • Assist with DHCR Initial and Annual Apartment Registrations
  • Perform other related duties as required and assigned

Qualifications

  • 5 years’ experience in a position with similar responsibilities
  • Comparable urban market experience in or similar to New York City
  • Effective oral and written communication
  • Strong Knowledge base in LIHTC, Rent Stabilization, and Section 8
  • Licenses/Certifications: NCHM or Quadel COS, SCS, TaCCs,
  • Certification in Fundamentals and Advance Issues of the LIHTC Program
  • Bilingual Spanish/English (preferred)
  • Demonstrated understanding of budget and schedule creation and management
  • General understanding of rent stabilization laws and guidelines
  • Applied knowledge of software platforms such as Excel, Microsoft Office, CRM and onsite management systems

Salary Range: $95,000 - $115,000
