JOB SUMMARY:
This is a highly responsible professional position reporting to the Manager, Engineering. This position will manage/direct the City’s Capital Improvement Program (CIP) ensuring the coordination of project scoping, budgeting, design, construction, inspection and acceptance with all stakeholders. Facets of this position will include: scopes of work development, scheduling, budgeting, review of construction drawings and computations associated with but are not limited to; roadway, water, sewer, storm drainage, storm-water management, erosion and sediment control, grading, site layout, other utilities, municipal buildings and landscaping to ensure that all projects are successfully completed to ultimately provide the best value for the City and the taxpayers. This position will serve as the primary point of contact concerning the City’s CIP.
  • Executes Capital Projects developing scope and budget, hiring consultants through the City’s procurement process, hiring contractors through bidding process, and administering all aspects of project planning & design. 
  • Manages the City’s Capital Improvement Program process serving as the Principal Manager ensuring projects meet the City’s standards and specifications, City codes and fall within planned budgets.
  • Collaborates and cooperates with staff across City departments that may include the Department of Public Works (Planning, Building, Parks, Engineering, and Operations), City Police, etc. and lead these teams in the completion of projects.
  • Reviews and provides feedback on project scopes, estimates, schedules, plans and specifications.
  • Manages the planning and budget formulation of CIP projects.
  • Tracks status of all CIPs.
  • Effectively communicates across departments to ensure appropriate staff are involved during applicable stages of projects and to keep team members apprised of project progress.
  • Acts as a liaison/mediates/negotiates with consultants, developers, other government agencies and the public.
  • Prepares and presents information to citizen groups, external agencies, senior staff and elected officials.
  • Manages individual Capital Improvement Program projects.
  • Develops and revises CIP related policies, standards, and guidelines. 
  • Operates a vehicle observing legal and defensive driving practices on a regular basis.
  • Performs other duties as assigned.
REQUIRED EDUCATION AND/OR EXPERIENCE:
  • B.S. degree in Engineering or Construction Management from an accredited college or university.
  • Five (5) years of progressively responsible professional project management experience in a related field in either consulting or local government.
  • Experience in managing Capital Infrastructure Projects.
REQUIRED CERTIFICATES AND/OR LICENSES:
  • Vehicle Operator’s license with satisfactory driving record that meets insurability standards of the City’s insurance carrier is required. The employee must maintain the license for the duration of their employment.
  • FE (Fundamentals of Engineering) Designation.
REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):
  • Technical proficiency in all aspects of project management, including roadways, streets, grading, SWM/BMP, erosion and sediment control, storm sewer, sanitary, and water pipework and pumping design.
  • Thorough knowledge of the principles and practices of civil engineering, the design, construction and maintenance of public works projects.
  • Proficiency in the use of personal computers and software programs such as Microsoft Office (Word, Excel, etc.).
  • Ability to make field inspections, analyze and recommend solutions.
OTHER DESIRABLES:
  • Licensed PE.
  • Effective people management skills where incumbent has held progressive supervisory positions.
  • Demonstration of effective communication skills across a varied organization.
  • Experience with GIS.
  • Proficient technical knowledge and experience with AutoCAD Civil 3D.
  • Working knowledge of survey systems and methods.
  • Experience in traffic engineering.
  • Ability to assess field construction conditions and make recommendations.
  • Professional credential in Project Management.
  • Knowledge, experience with and understanding of building, plumbing and electrical codes.

While performing the duties of this position, the employee is required to frequently move about within a typical office setting. The employee is required to frequently remain in a stationary position for extended periods of time, to compile and retrieve information from computers, telephones phones, etc., to draft and write, and to handle paperwork. The employee is required to occasionally move about for long periods of time, and traverse varied terrain. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include the ability to observe and inspect items directly in front or to either side of self, to assess items at a distance, to distinguish colors, depth perception, and ability to adjust focus.
