Responsible for day-to-day management of the Human Resource (HR) function for Terwilliger Plaza. Partner with other TP department directors and managers by advising them on HR decisions or actions affecting business operations. Responsible for the daily operations of employee relations, recruitment and staffing, safety and health, compensation, benefits, EEO, training, and required HR related record keeping. Assures compliance with all federal and state employment laws. This position reports to the Vice President of Human Resources.
Essential Job Functions:
  • Establish and maintain an effective staffing program for recruitment and retention of qualified, high-performing employees.
  • Manage employee relations issues with emphasis on empowering employees to participate in problem resolution. Assure consistent use and documentation of performance improvement process and results. Consults with VPHR on challenging situations to appropriately manage risk for the organization, balancing employee advocacy with risk mitigation.
  • Maintain an effective performance management program including company-wide annual performance evaluations.
  • Oversees all phases of the recruiting process
  • Works with VP of HR for implementation of any new systems, procedures, or organizational changes.
  • Assists HR Recruiter in designing hiring, training, and onboarding plans.
  • Conducts monthly New Hire Orientation.
  • Administers all human resource policies, practices and procedures including employee handbook, safety handbook and other related documents. Educates managers and employees on HR policies as needed.
  • Works with VPHR to develop HR departmental goals, objectives, systems, and budget. Manage all activities of the HR function to include effective delegation and direction of HR activities to other staff, as appropriate.
  • Establishes and maintains department records and reports including confidential employee human resources files and data contained in HRIS system.
  • Conducts benefit introduction meetings with all new staff when they become eligible for enrollment.
  • Plans, organizes, and facilitates yearly Benefits Fair for All Staff.
  • Oversees Work Comp program.
  • Member of DEI Committee and supports company initiatives related to Diversity, Equity and Inclusion.
  • Oversees employee events-including holiday meals, summer picnic and end of year party.
  • Conducts exit interviews of staff and provides feedback to department heads.
  • Administers and oversees all leave requests, Short-Term Disability program and Paid Leave Oregon.
  • Identify training needs and develop and implement internal training programs and/or coordinate external training resources as needed.
  • Manages employee recognition and retention programs and related resources.
  • Manages, directs, and supervises HR staff in effective and efficient support of HR functions.
Qualifications:
  • Requires a bachelor's degree in Business, Human Resource Management, or related field or equivalent work experience.
  • Minimum of 3-5 years HR Experience, with demonstrated progression in responsibility.
  • PHR/SPHR or SHRM-CP/SHRM-SCP certification preferred.
Skills:
  • Must demonstrate advanced knowledge of state, federal and local labor, and employment laws.
  • Exceptional verbal and written communication skills.
  • Meet deadlines pertaining to completion of projects in a timely manner.
  • Make intelligent and cost-effective decisions regarding human resource/business matters.
  • Apply common sense to understand and carry out detailed, involved instructions.
  • Define problems, collect data, establish facts, and draw valid conclusions.
  • Multitask; work under pressure and for long periods of time.
  • Work alone and as a member of a team, able to plan own work activities and work with a minimum amount of supervision.
  • Strong analytical, organizational, and interpersonal skills.
  • Strong presentation skills.
  • Strong computer skills including knowledge of Microsoft Office and various other programs.
  • Professional and discrete, with a commitment to maintaining a high level of confidentiality at all times.
  • Must be detail oriented with demonstrated accuracy.

Other Requirements:
  • Normally works 40-45 hours per week, however, job may require hours that exceed 8 hours per day and/or over 45 hours per week during peak periods.
  • Required to take Manager on Duty responsibilities 2-3 times per year or as needed.
