State of Rhode Island is Hiring a PROJECT MANAGER III (DOA) Near Providence, RI

GENERAL STATEMENT OF DUTIES: Within the Department of Administration (DOA), operating as a leader, to oversee a comprehensive statewide program involving the planning and execution of multiple highly complex capital or organization improvement projects; and to do related work as required. 
SUPERVISION RECEIVED: Works under the administrative supervision of a supervisor with wide latitude for the exercise of independent judgment and initiative; work is reviewed through conferences and reports for conformance with project goals, divisional policies and guidelines, industry best practices, federal and Rhode Island laws, rules, and regulations. 
SUPERVISION EXERCISED: Plans, organizes and directs the work of a project management staff of professional, technical, and clerical employees tasked with the delivery of multiple highly complex capital or organization improvement programs or projects. Evaluates the work product and performance of the above staff for conformance with departmental/divisional goals and objectives; makes recommendations for improvements in performance, project delivery, and implementation of project work.
  • Within the Department of Administration (DOA), operating as a leader, to oversee a comprehensive statewide program involving the planning and execution of multiple highly complex capital or organization improvement projects; and to do related work as required. 
  • To develop a plan for the implementation of multiple highly complex projects or programs. 
  • To evaluate in-progress project work for compliance with project goals, divisional guidelines, industry best practices, and Rhode Island laws, rules, and regulations. 
  • To review completed project work and conduct informational meetings to discuss the successes and failures of each. 
  • To set goals and expectations relative to the completion of project work and effectively allocate divisional resources in their achievement. 
  • To make critical and independent decisions related to project work in consideration of the best interests of the State, its user agencies, and other project stakeholders. 
  • To plan and manage the workload of divisional resources, and ensure adequate staffing of all projects from concept through completion: to include overall project staffing and scheduling, review of and signature of timesheets, approval, and disproval of employee leave requests, etc. 
  • To reallocate resources between high- and low-priority projects as required by administrative directives, legislative directives, or emergencies. 
  • To liaise between professional, technical, and clerical staff and the Director and Associate Directors on all aspects of project planning and implementation. 
  • To foster efficient and productive communication between the division, user agencies and other project stakeholders; interface with governing bodies to track current and future division initiatives. 
  • To publicly represent the Department at meetings, hearings, and other administrative boards as required. 
  • To work with supervisor and staff to prepare divisional budgeting and fiscal planning as it relates to five and ten-year plans, and interface with Central Budget Office and legislative review boards accordingly. 
  • To ensure project compliance with five- and ten-year strategic plans as developed by planning and design staff. 
  • To provide detailed project reporting on all aspects of project delivery, including budget, schedule, compliance with contract documents and regulatory authorities. In the case of construction projects this would include the Building Code Commission, State Fire Marshal’s Office, Department of Environmental Management, Rhode Island Historic Preservation and Heritage Commission, the Governor’s Council on Disabilities), etc. 
  • To establish guidelines and procedures for the execution of divisional or departmental work. 
  • To clearly delineate professional roles and responsibilities within the division or department; establish a transparent and appropriate method for delegation of administrative authority from administrative staff, professional, technical, and clerical staff. 
  • To mentor professional, technical, and clerical employees in the business of project management and encourage their professional development through various methods, including on-the-job training and continuing education opportunities. 
  • To resolve conflicts between staff and encourage an atmosphere of professional courtesy and cooperation. 
  • To stay abreast of industry tools, trends, and technological developments and determine their applicability to project work. 
  • To facilitate post-occupancy or other closeout evaluations by user agencies and clients on project completion to gauge satisfaction with finished product and identify any deficiencies in project delivery in the months following occupancy. 
  • To oversee the drafting of Requests for Proposals (RFP) or otherwise manage an effective procurement process. 
  • To work with State agencies and/or organizations to strengthen cross-system collaboration and implement integrated service organization and delivery policies. 
  • To oversee project development authorized and delegated by the Director or division director. 
  • To perform, and present to policymakers, research, fiscal and policy analysis on various issues affecting consumers of government programs. 
  • To do related work as required. 
KNOWLEDGES, SKILLS & CAPACITIES: 
  • A thorough knowledge of project management principles; 
  • A thorough knowledge of architectural, engineering, and/or organization improvement methods; 
  • A thorough understanding and ability to oversee planning, budgeting and evaluation processes and the ability to apply them in a government system;
  • The ability to research and prepare reports and recommendations for dissemination of policy information; throughout knowledge of data collection and visualization; 
  • A thorough knowledge of, and the ability to, evaluate the attitudes and reactions of interested and affected groups and their demands and needs for information about the department's programs and objectives;
  • The ability to communicate effectively with a variety of stakeholders; and related capacities and abilities. 
  • Familiarity with computer applications used in project management. 
  • Possession of one or a combination of professional certification(s) of public administration, business administration, project management; and related capacities and abilities. 
For positions in Division of Capital Asset Management and Maintenance: 
  • A thorough knowledge of practices in the design and development of buildings and building systems for maintenance, repairs, renovation and new construction;
  • A thorough knowledge of capital asset management activities;
  • A thorough knowledge of the principles, methods, and procedures for construction contracting, construction sequencing, construction safety and cost accounting;
  • A thorough knowledge of state procurement methods for architectural firms, engineering firms, contractors (including the drafting of RFPs), and the evaluation of vendor qualifications.
  • Exceptional interpersonal written and verbal communication skills and the ability to speak confidently and clearly in public before large audiences.
  • Familiarity with computer applications used in construction contracting and management including Adobe Acrobat Professional, AutoCAD, SketchUP, AIA Contract Documents, Microsoft Office Suite (including Microsoft Project and/or other project management software).
  • Possession of one or a combination of professional certification(s) of registered architect, registered professional engineer, project management professional, certified construction manager or leadership in energy and environmental design accredited professional designation is highly desired; and related capacities and abilities.
EDUCATION AND EXPERIENCE: 
Education: Possession of a Bachelor’s or Master’s degree with a specialization in the field(s) of engineering, architecture, construction management, public administration, business administration or related field and evidence of post-graduate continuing education and professional development in the field of engineering, architecture, construction management, public administration, or business administration; and 
Experience: Considerable employment in the management of large and complex projects of a public nature; specifically, at least ten years of experience in a progressively responsible role in the planning and execution of such work; experience in a supervisory role of professional, technical, and clerical staff in a team environment. 
Or: any combination of education and experience that shall be substantially equivalent to the above education and experience. 
SPECIAL REQUIREMENT: At the time of appointment, must possess and hold: Professional Certifications- Project Management Professional (PMP) Certificate; OR be a RI Licensed Professional Engineer (PE); OR be a Registered Architect (RA); OR hold an equivalent certification
