What You'll Do:
Coordinate, review, monitors & performs several fiscal management & control activities & assists in performing budgetary processes for Summit Behavioral Healthcare: reviews all travel expenses (i.e., Workflow travel vouchers), purchases, expenditures & payments for procurement of supplies, materials, equipment & services required for the operation of multiple product lines (i.e., SBH Intensive Specialized Services, Forensic, determines procurement needs (i.e., equipment, medical, general supplies), prepare & monitor purchase agreements & monitors inventory as fiscal liaison to Storeroom, monitors fiscal components of special grants (e.g., ABE, Consumer Wellness, Library..), maintains the Fleet Management database, supervises & troubleshoot the copier program & service providers, assists the Fiscal Director &/or Business Administrator in the budgetary process (e.g., monitors 2-line encumbrances & assists in managing the fund, maintains the 3-line equipment grid, monitors purchases that affect Controlling Board threshold approvals..).
Responsible for acquisition of all supplies, materials & equipment for entire facility (SBH): coordinates & monitors purchases (e.g., equipment, medical & general supplies...), reviews, verifies accuracy, & processes requisitions, encumbrances, purchase orders, & printing orders, ensures compliance with all procurement procedures (i.e., Ohio Revised Code, Ohio Dept. of Mental Health, State Purchasing, SBH & Fiscal policies & procedures...), provides follow-up with vendor(s) for status inquiries &/or to expedite deliveries, generates direct purchases with State of Ohio MasterCard; makes recommendations to Fiscal Director concerning revision of procurement policies & procedures; drafts &/or updates term contracts; researches best supply sources, contacts vendors for price quotes, compares quotes & computer percentage discounts for lowest/best vendor to provide provision of services/goods, writes requests for proposals & invitation to bid specifications for materials, equipment & consultant services not covered under term contracts or by other state agencies.
Enters fiscal data & prepare/maintain fiscal records, reports & correspondence: enters purchase order data in Ohio Administrative Knowledge System (OAKS) (e.g., prepare Vendor Master Input Documents to modify, or cancel data, code & enter data into OAKS for acceptance by State Accounting & approval by State Purchasing, use OAKS Inquires to verify vendor record information, obtain & processes vendor I-9 forms...), post daily purchasing transactions onto spreadsheet, prepare monthly 3-line equipment budgetary report & quarterly & annual fiscal reports, prepare fiscal information for entry into Fiscal Management Information System (FMIS), maintain log of processed purchase orders, maintain files for catalogs, contracts, purchase orders & printing forms, prepare business correspondence
