This position will serve as Assistant Manager of the Engineering Consultants Section (ECS) and is responsible for the management, development, and delivery of the department's professional services contracts. Oversees the selection and contract development process through subordinate staff who engage in contract management activities. Provides support, guidance, and leadership regarding contract development and negotiation. Ensures State and Agency policies, procedures, directives, and practices regarding professional service contracts are followed within ECS and other Infrastructure Delivery & Operations (IDO) offices as required. This position maintains a direct working relationship with the ECS Manager, ECS Contract Managers, Project Managers, Auditors, Federal Highway Administration (FHWA), Attorney General's Office, State Engineer's Office (SEO), local public agencies, and consultants. Essential Duties and Responsibilities include but are not limited to:
• Assign contracts and establish priorities and schedules for the effectiveness of the work unit. Provides direction and training for Contract Managers and staff. Initiation of contracts, advertising, selection process, debriefing, negotiating cost, executing contracts, final closeouts, and analyzing audit results. Conducts data pulling, funding/budget analysis and data/physical modeling
• Manage the timeliness, accuracy, and quality of work within the work unit to ensure program delivery. Review and approve Request For Proposal/SQQ documents, consultant payments, contract modifications, and other contract-related tasks performed by staff. Develop and monitor budget
• Participate in the establishment of professional services contract policies and procedures; exercise considerable discretionary judgment within established policies and procedures as well as compliance with all federal and state laws. Strategic planning to ensure program delivery. Performs analytical research, including data gathering, organization, analysis and presentation for a variety of projects
• Meet with and advise consultants, staff, and project managers on contractual processes, procedures, terms, and conditions applicable to their design-related contract needs. Maintain a positive working relationship with both internal and external customers. Attend and participate, and facilitate in professional trainings and meetings. Participates in the sustainable deployment of the Arizona Management System (Lean) with TSMO

The ideal candidate for this position will have:
BS or BA degree and/or related job experience.
Minimum of 2 years’ experience managing/supervising staff.
This position requires possession of a valid Arizona Class D Driver License.
