The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as a Jobs for Veterans State Grants (JVSG) Coordinator with the Workforce Solutions Administration (WSA). This position is responsible for expertise to interpret and promulgate laws, regulations, operating methods, and budgets for the Veteran’s employment and training program. Prepare grant proposals, state plans, and quarterly reports. In coordination with quality assurance and policy units, monitors grants for contract compliance, and data validation, and provides technical assistance to operations and job centers. Serve as the Division's primary point of contact for the Department of Labor, community agencies, and workforce partners.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
• Oversee the Jobs for Veterans State Grant and ensure the administration of the grant provisions.
• Provide ongoing oversight, monitoring, and technical assistance of contract compliance and related activities.
• Assist ARIZONA@WORK job centers to stay informed of current developments, best practices, new research, reports, and trends.
• Prepare grant proposals, state plans, quarterly reports, and the standard of work for the veteran’s program.
• Facilitate coordination between the Department of Labor, Veteran's Administration (VA), veteran organizations, and program operations.
• Represent the Division on grant-related activities within the community, advisory, and national groups.
• Create and present to various community organizations and other groups regarding the program.

Knowledge, Skills & Abilities (KSAs):

• Knowledge of service delivery practices and needs of targeted client programs and barriers to meeting those needs.
• Knowledge of programs, social economic trends, and behaviors that impact the delivery of clientele services, military installations, veterans’ organizations, VA, and VA Medical Centers.
• Skills in oral and written communication (correspondence, reports, presentations), and providing group presentations. Analyze and interpret programmatic data.
• Skills in building partnerships and coalitions.
• Skills in establishing and maintaining effective interpersonal relationships with program-related organizations, staff, and community members.
• Ability to research and interpret applicable Federal and State laws, rules, regulations, policies, and procedures.
• Ability to provide technical assistance to staff and partners engaged in delivering services.
• Ability to work effectively independently and as a member of diverse teams.
• Proficiency using MS Office, Google Suite, and Internet/Email.

Selective Preference(s):

The ideal candidate for this position will have:
• Bachelor's degree in public or business administration or related field, and 3 years experience coordinating, monitoring, or administering grants, or Master's Degree in fields above with 2 years experience in Veteran's programs preferred.

Pre-Employment Requirements:

• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
•Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
