St. Louis Housing Authority is Hiring a Contract and Compliance Specialist Near St. Louis, MO

POSITION SUMMARY:

This is a challenging, professional, exempt position responsible for complex administrative work requiring relationship management, budgeting, and contract management skills. The position reports to the Portfolio Management Analyst and carries out specific staff projects or assignments involving the performance of specialized duties related to: Coordinating Public Safety activities with the St. Louis Metropolitan Police Department and private security contracted by third-party private property management agents (PMAs); This position will also monitor PMA performance and contract compliance, including conducting physical inspections in accordance with HUD PHAS guidelines; analyzing operational expenditures and other financial data, leasing rates, and coordinating wait list openings as needed. These activities require use of independent judgment based on knowledge gained through experience and developing a close working relationship with the Facilities Management Department, PMAs, and knowledge of HUD multifamily and public housing rules and regulations.

MINIMUM QUALIFICATIONS:

  • Required knowledge, skills and abilities for this position would normally be gained through the equivalent of a Bachelor's Degree and three (3) years of related experience. Knowledge of public housing and/or contract management preferred. Must be a self-starter and solutions driven.
  • Knowledge of modern office procedures, police practices and procedures, U.S. Department of Housing & Urban Development (HUD) Real Estate Assessment Center (REAC) Uniform Physical Condition Standards (UPCS), per-forming property inspections, identifying deficiencies and recommending improvements in accordance with HUD standards and of industry standards for routine property repairs.
  • Ability to work effectively on multiple assignments, prioritizing appropriately and meeting deadlines, must be able to respond to emergencies and be on call in weekly rotation with the Asset Management staff.
  • Skill in the use of equipment essential to inspections including personal computer, Microsoft Office Software and digital camera.
  • Good oral and written communication skills.
  • Ability to compile information and prepare statistical reports.
  • Skill in providing technical assistance in updating and coordinating PMA staff training and process flows for public housing management activities.
  • Must have and maintain a current driver's license and be insurable under the Authority's automobile insurance.
