This Business Analyst role is supporting the Texas Health and Human Services Commission. The position involves core duties such as requirement analysis, conducting review meetings with subject matter experts (SMEs), documenting complex system requirements, processes, test scenarios, test scripts, and training. The candidate must excel in communicating and working with a diverse team, using collaboration tools competently in a remote work environment. Additionally, they should be proficient in estimating work, setting deadlines, and effective communication.

Key Responsibilities:

• Requirement analysis.
• Conducting review meetings with SMEs.
• Documenting complex system requirements, processes, test scenarios, test scripts, and training.
• Performing hands-on testing.
• Supporting multiple test cycles.
• Demonstrating excellence in communicating and working with a diverse team in a remote work environment.
• Estimating work, setting deadlines, and effective communication.

Qualifications:

• 8 years of experience as a Business Analyst on PeopleSoft Financials and Supply Chain Management (FSCM) on implementation or upgrade projects.
• 8 years of experience with the following:
• PeopleSoft FSCM 9.2 General Ledger and Commitment Accounting.
• identifying requirements and creating formal functional documents for key business stakeholders and SMEs.
• Conducting formal work sessions and functional analysis presentations.
• Performing hands-on end-to-end system integration and external interface testing.
• Microsoft O365 applications (Word, Excel, PowerPoint, Visio).
• MS Team and Channel communication with a large team.

Preferred Experience

• 4 years experience working with a public sector organization (Federal, State, or Local Government).
• 2 years experience of the following:
• Working with the Comptroller of Public Accounts (CPA) CAPPS Financials.
• PeopleSoft FSCM 9.2 eProcurement, Strategic Sourcing, Supplier Contracts.
• PeopleSoft Approval Workflow Engine (AWE).
• Experience with SharePoint.
• 1 year of preferred experience with the following:
• Jira, Scrum framework, STAT.

Education:

Bachelor's degree preferred.
