SEIU Local 1000 is Hiring a Payroll Manager Near Sacramento, CA

SEIU Local 1000 represents approximately 96,000 California state employees in ten different bargaining units. Represented employees include professionals, educators, nurses, and administrative support employees.

The Payroll Manager is directly responsible for managing all activities of the payroll function. Responsibilities include the timely processing and payment of employee payroll, maintaining accurate records, control reports over these activities and reviewing applicable accounting reports, expense reporting and payroll systems to ensure accuracy.

Key responsibilities include integration of new automated payroll processing functions as well as updating and maintaining HR/Payroll systems. The Payroll Manager manages time reporting functions and automation for the entire workforce. This position is required to respond to informational requests and reports, provide timely and accurate payroll production, and provide staff assistance to the Controller.
The successful candidate will be able to demonstrate core competencies in the following areas:

  • Direct and perform the work of staff in the payroll processing function; processing time and attendance and payroll actions each pay period, including exceptions, special payments, tax withholding computations, deductions, garnishments and status changes
  • Manage and train staff to ensure timely and appropriate payroll processing, recording of costs to appropriate general ledger accounts, timely payment of third party invoices, including retirement, flexible spending accounts and employee benefits-related vendors
  • Provide hands-on instruction and extensive support to staff as needed, including training of procedures and use of department information systems.
  • Provide training for supervisors and employees in the payroll process.
  • Travel to all locations of the organization as needed.
  • Prepare and maintain documentation procedure and provide technical support for Time and Attendance system users (i.e. how to run reports, how to edit, sign off, etc.).
  • Work with users on Q&A.
  • Establish and oversee work priorities and workflow from start to finish.
  • Evaluate work processes and service deliveries, make recommendations and implement changes.
  • Coordinate and organize frequent, complex and inflexible deadlines within the section and with other workgroups.
  • Generate standing and ad hoc reports in a wide range of formats, for audiences at all levels.
  • Compile, analyze and interpret data and information from a variety of sources. Support management as needed to ensure they have appropriate information and answers to requests.
  • Make modifications to and extrapolate information from payroll information systems.
  • Develop standards and expectations, manage performance and provide training and coaching to subordinate staff.
  • Develop and maintain Standard Operating Procedures for the section. Responsibility for policies and procedures related to the processing of payroll.
  • Initiate, identify, and participate in developing, coordinating, and implementing payroll, staffing, and timekeeping system enhancements as necessary. Participate in coordinating the maintenance and documentation of information systems data.
  • Support transactions from Human Resources and align payroll as related to hires, terminations, status changes, name, address and emergency contact changes, and promotions
  • Work closely with Human Resources to coordinate and administer a variety of payroll plans, voluntary deduction programs, retirement plans, disability insurance plans, and income tax withholding requirements
  • Prepare manual checks for payroll, vacation payouts, severance payments and other adjustments as needed
  • Responsible for maintaining payroll accuracy including all pre and post-tax deductions related to benefits, transit, employee contributions and other deductions
  • Responsible for managing required payroll tax, W-2 and other reporting requirements
  • Manage proper payments and withholdings related to employee incentives
  • Review new legislation related to payroll matters and ensures proper implementation
  • Interact effectively with others, at all levels
  • Each fiscal year, oversee preparation of new employee/vendor file folders and record retention as outlined in Accounting policies and procedures.
  • Perform other duties as assigned by the Controller

The successful candidate will possess the following:

  • Prepare clear and concise reports and correspondence
  • Meet multiple deadlines and priorities and forecast workload requirements;
  • Identify problems and recommend solutions
  • Evaluate and monitor work performance
  • Explain complex information
  • Make appropriate judgments and decisions
  • Work cooperatively with others
  • Communicate effectively, both orally and in writing, at all levels
  • Five or more years of progressively responsible related work experience, including three years supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Salary ranging from $87,488 to $110,650 annually
