TITLE: BENEFITS AND PAYROLL GENERALIST
STATUS: NON-EXEMPT
REPORTS TO: MANAGER - BENEFITS AND PAYROLL
DEPARTMENT: HR - PAYROLL
JOB CODE: 11660
PAY RANGE: $24.29 - $30.00 HOURLY
GENERAL DESCRIPTION:
The Payroll & Benefits Generalist will support the department in its day-to-day activities, focusing on payroll and benefit processes (processing timecards, payroll processing, entering incentives, new hire benefit enrollment, and benefit invoices. Ensure accuracy of information and compliance with State and Federal regulations pertaining to Payroll. Prepare all necessary supporting documents and reports. Maintain the highest level of confidentiality at all times in all written and verbal communication.
TASKS, DUTIES, FUNCTIONS:
1. Process payroll data entry for all employees through the use of an automated system. Review payroll data entry for discrepancies before final validation.
2. Serve as back-up to the other members of the payroll and benefit team, as necessary.
3. Work with the Management team to gather all relevant information and data for each payroll in a timely manner.
4. Maintain a thorough understanding of state and federal laws and regulations related to credit union compliance including bank secrecy and anti-money laundering laws appropriate to the position.
5. Input payroll deductions for posting through the use of an on-line banking system in order to balance to the payroll reports. Prepare payroll management summary reports on a biweekly basis.
6. Input and validate staff incentives into the automated payroll system on a monthly and quarterly basis.
7. Review/update employee timecards and reconcile payroll time discrepancies.
8. Work with time editors to verify attendance, hours worked and pay adjustments.
9. Prepare the Payroll summary each payday for the Human Resources department.
10. Answer questions employees may have pertaining to their payroll and benefits. Research any discrepancies in a timely manner.
11. Manually prepare final paychecks for terminated employees or as required that cannot be produced through the regular payroll process.
12. Communicate and interact with external agencies for payroll information exchange. Handle the processing of garnishments and levies to the appropriate area.
13. Responsible for tracking and auditing/validating incentives on a spreadsheet.
14. Assist with the processing of all benefits invoices on a timely basis.
15. Maintain knowledge of trends, best practices, regulatory changes, and new technologies in Payroll and Benefits.
16. Work effectively in a team environment where numerous functions are interdependent.
17. Perform other functions as assigned.
PHYSICAL SKILLS, ABILITIES, AND EXERTION UTILIZED IN THE PERFORMANCE OF THESE TASK:
1. Effective oral and written communication skills required to talk to employees and outside contacts on the telephone regarding payroll inquiries, constructively follow up on and document payroll inquiries, assist in general ledger entries, conduct employee orientation, and perform other tasks, as necessary.
2. Must possess sufficient manual dexterity to skillfully operate an on-line computer terminal and other standard office equipment, such as financial calculators, personal computer, facsimile machine and telephone.
ORGANIZATIONAL CONTACTS & RELATIONSHIPS:
1. INTERNAL: All levels of staff.
2. EXTERNAL: Government and state agencies, former employees, external auditors, and payroll processing representatives and vendors.
QUALIFICATIONS:
1. EDUCATION: Successful completion of High School curriculum is required. College courses are a plus.
2. EXPERIENCE: Three or more years performing full scope automated payroll-processing functions.
3. KNOWLEDGE / SKILLS: Electronic Payroll Transmitter System, ten key, personal computer, oral and written communication skills, payroll rules, regulations, policies, human relations skills, and familiar with general accounting practices. Skilled with Dayforce Payroll and Microsoft products.
PHYSICAL REQUIREMENTS:
1. Prolonged sitting throughout the workday to accomplish tasks.
2. Corrected vision in the normal range required to input and validate payroll information, prepare hand-typed checks, make general ledger entries, as needed, complete employment verification request forms, and monitor payroll transmissions to payroll agency.
3. High telephone volume. Corrected hearing in the normal range required. A telephone device to enhance hearing will be provided if needed.
4. Occasional movements throughout the department daily to interact with staff, accomplish tasks, etc.
LICENSES / CERTIFICATIONS:
American Payroll Association Certification preferred.
