Coordinator, Emergency Management - North Campus
FUNCTION: The purpose of this position is to assist the San Jacinto College Emergency Manager in the implementation and administration of the Emergency Management Program at all campuses to prepare for, respond to, recover from, and mitigate emergency incidents or disasters. A collaborative approach is desired to help enhance our emergency preparedness practices. This position works closely with several departments including but not limited to Safety, Health, Environment, and Risk Management, College Police, Facilities Services and Student Services.
Essential Job Functions:
- Develop the preparedness, preventative, response, recovery, and mitigation efforts including the review of emergency plans, policies, procedures, and guidance under the direction of the Director, Emergency Management.
- Assist the director in managing and implementing the planning, training, and exercising of the CERT, Building Marshal and Building Supervisor programs under the direction of the Director, Emergency Management.
- Assist the Director, EM in community emergency management activities such as community fairs, events and related trainings, and exercises.
- Develop and conduct functional exercises to test all equipment on a regular schedule under the supervision of the Emergency Manager.
- Inventory, maintain and manage all emergency management equipment, including the communications equipment.
- Acts as a resource to Administration, department managers, and other personnel in the development of their department emergency plans and readiness.
- Represent the College in any trainings, meetings or public outreach efforts.
Knowledge, Skills and Abilities:
- Ability to perform under pressure and meet deadlines.
- Intermediate skill level in Microsoft Office - Word, PowerPoint, Excel, and Outlook.
- Experience with emergency mass notification software preferred.
- Ability to obtain and maintain a valid Texas driver's license (within 6 months of employment)
- Ability to communicate effectively with a broad range of diverse people, ability, cultures, ethnic backgrounds, and to maintain good working relationships across the College.
- Ability to work with all groups in a diverse academic, socioeconomic, cultural, and ethnic background of community college students, faculty and staff, including those with disabilities.
- *Familiarity with the Homeland Security Exercise Evaluation Program (HSEEP) as well as Hazard Vulnerability Assessment tools.
- *Community Emergency Response Team (CERT) trained.
- *Knowledge of the Incident Command System, including completion of IS-100.B, ICS-200.B, ICS-700.A, ICS-800, IS-5.A.

Required Education:
- Bachelor’s degree from an accredited institution with courses in planning, emergency management, or business or public administration, or a related field.
- One additional year of full-time qualifying experience above the minimum may be substituted for each year (30 semester hours) of the required education.
- Credentials and/or certifications related to disaster recovery or emergency management or obtained within the first year of employment.
Preferred Education:
- Master’s degree in Emergency Management or Homeland Security.
Required Experience:
- One year of experience in planning responses to disasters and large-scale incidents, research of relevant public health, public safety or emergency management laws, codes and Federal or State level guidance, or emergency management work.
- Twelve semester hours of graduate study in a related field from an accredited college or university may be substituted for the required experience.
Preferred Experience:
- Two years of experience in emergency management, disaster recovery, or related field.
- One year of experience as an Incident Commander in the field.
- Two years of experience as a contract or grant administrator for emergency management.
Required Licenses/Certifications:
- Texas DL with Class B (Emergency Vehicle) Endorsement (or able to obtain within 1 year of hire)
Preferred Licenses/Certifications:
- Emergency Medical Technician (EMT or higher)
- CPR First Aid Instructor
- FEMA Master Exercise Practitioner certification
- Certified Emergency Manager (CEM or similar)
- FEMA Advanced Professional Series certification
- FEMA Professional Development Series certification
