San Diego County Water Authority is Hiring a Senior Accountant Near San Diego, CA

The San Diego County Water Authority is an independent public agency that serves as San Diego County's regional water wholesaler. The mission of the Water Authority is to provide a safe and reliable water supply to its 23 member agencies serving the region's $268 billion economy and 3.3 million residents.
The Water Authority is executing a long-term strategy to diversify the region's supplies, make major investments in the region's water delivery and storage system, and improve water use efficiency. Through dynamic leadership, thoughtful planning, and prudent fiscal policies, the Water Authority is cost effectively managing the region's water portfolio, while continuing to diversify supplies to enhance current and future reliability.
The Finance DepartmentThe Finance Department is responsible for supporting the mission of the Water Authority, the Board of Directors, management, employees, and other stakeholders by providing innovative, proactive, and strategic financial management. Central to achieving this mission is ensuring adequate internal financial controls are in place and financial reports are accurate, timely, and in accordance with accounting standards.
The Ideal CandidateThe ideal candidate has a strong technical background and experience in preparing financial statements and footnotes and performing capital assets accounting, including a thorough understanding of municipal or private sector accounting practices and internal controls. In addition, this person engages in continuous learning and stays abreast GASB or equivalent private sector pronouncements. Experience with PeopleSoft financial software is desirable.
The Senior Accountant supports the larger areas of financial reporting and capital asset and Capital Improvement Program (CIP) activities for the Water Authority. In addition, this position performs complex professional accounting work in the analysis, preparation, and maintenance of financial records and reports. This is the advanced journey-level position in the accountant series, and assists the Accounting Supervisor with oversight of the monthly and annual closing of the books and accounting for capital assets, and preparation of the Annual Comprehensive Financial Report (ACFR) including collaboration with other departments and external auditors
Distinguishing Characteristics 
Employees in this class perform technical accounting and financial analyses of moderate difficulty and complexity to provide accurate and timely financial reports to Water Authority management to support sound decision making and ensure appropriate public disclosure and accountability. The work involves independent judgment, self-motivation, adherence to deadlines and requires a thorough knowledge of accounting principles and practices as applied in public utility accounting, as well as familiarity with Water Authority financial management practices and procedures.
Representative Duties
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.
  • Prepares month-end and fiscal year-end closing entries in the financial accounting system.
  • Reconciles and balances subsidiary ledgers (asset management, accounts receivable and accounts payable) to the summary level account in the general ledger.
  • Performs complex and technical accounting work in the maintenance of records of revenues, expenditures, and special funds; prepares analyses, spreadsheets, schedules, journal vouchers and reconciliations to produce accurate financial reports and footnotes.
  • Generates reports and prepares monthly financial statements and footnotes for Water Authority board and management; conducts expenditure analyses; researches variances and discrepancies; prepares correcting journal entries.
  • Performs technical and complex accounting transactions as assigned to maintain accounting records of revenue, expenditures, asset, liability, and reserve accounts; monitors and prepares periodic reports on special funds; reviews accounting transactions prepared by other staff members.
  • Prepares accounting and financial schedules, including monthly financial statements, budgetary schedules, and audit schedules for the Water Authority's ACFR, the State Controller's Report and the Board monthly Controller’s Report.
  • Maintains and reviews capital assets; prepares journal entries for the acquisition and disposal of capital assets; prepares capital assets sections of the Water Authority's Annual Comprehensive Annual Financial Report (ACFR); capitalizes capital assets of major construction projects and purchased assets.
  • Calculates and generates monthly journals for capitalized overhead.
  • Prepares and provides year-end audit schedules to the Water Authority's auditors and responds to requests for information to complete the annual financial statement audit process.
  • Maintains and updates the Capital Asset Policy and Procedure for the Water Authority.
  • Conducts analyses related to capital assets and recommends updates to accounting policies.
  • Reviews invoices and supporting documentation for accounts payable disbursements.
  • Performs grant accounting and tracking procedures.
  • Records financial accounting entries for debt issuances and defeasances and other financial obligations in the financial statements and footnotes; maintains debt schedules, reconciles long-term and short-term debt balances and prepares the annual debt service coverage calculation.
  • Builds and maintains data, spreadsheets, and records of financial general accounting activities. Utilizes financial accounting software to conduct analysis, and generate accounting reports.

Optional Hybrid Work Schedule
The Water Authority has embraced a hybrid work schedule to offer employees flexibility and work-life balance. An option to telework up to 4 days per week and work onsite 1 day per week is available for this position. Employees authorized to telework must be able to report to Water Authority facilities as needed, depending on the operational needs of the department and/or area of assignment. Additionally, employees assigned to work at the Kearny Mesa office work a 9/80 schedule, where the entire facility is closed every other Friday.
The qualification guidelines generally describe the knowledge and ability required to enter the job in order to successfully perform the assigned duties. Any combination of experience and training that would provide the required knowledge, skills and abilities will be considered.
A Bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration or a closely related field supplemented by two years of progressively responsible professional accounting experience, preferably in a public utility or enterprise fund agency. A current license as a Certified Public Accountant (CPA) is highly desirable.
