Description

SUMMARY

The Family Wellness Center of San Diego Center for Children is a multidisciplinary behavioral health program that provides an array of services for children, youth, and families across payers and settings. The Manager is a full-time position, responsible for FWC fee for services program oversight including, program development and implementation, fiscal oversight, staffing, quality assurance, regulatory compliance, outreach, and management of community behavioral health services. Effectively partners with funders and other agencies as necessary to develop and deliver services. Coordinates program staff to maximize utilization and quality of care. Directs program activities to provide services consistent with evidence based/informed practice, trauma informed care, and Children’s SOC principles. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provides administrative and clinical leadership to Family Wellness Center Fee For Services programs, including all regional sites and partnership projects.
  • Provides ongoing assessment of program to implement and/or refine to provide optimal level of clinical care.
  • Maintains personnel practices, hires key program staff, trains, provides supervision, disciplinary actions, and performance reviews for all direct reports.
  • Attends assigned meetings, including all Outpatient Program Managers, Regional Collaborative meetings, or delegates authority as such to managing staff.
  • Provides direct supervision to Program/Clinical Managers, Clinical Supervisors, Program Coordinator. May provide direct oversight to licensed clinical staff as needed.
  • Maintains oversight of contracted and grant funded program operations (may include commercial insurance, Managed Care MediCal, schools, pediatric collaborative care, and other private granting agencies).
  • Supports QI process to ensure that clients and stakeholders receive quality treatment. This includes collaborating with program staff on all components of QI and developing a high level of personnel support for quality programming.
  • Consistently evaluates processes and procedures to effectively manage, and when necessary improve,business practices including: effective use of electronic health record system, staff productivity,insurance billing (in coordination with Medical Records and Billing Department), and overall delivery ofservices.
  • Must be available to staff in case of crisis during daytime and evening hours when clients are being served, and in support of 24/7 crisis support.
  • Facilitates open communication between multi-disciplinary direct services staff and administrative personnel within the program and within the organization as a whole.
  • Monitors all clinical services to ensure compliance with government regulations, the Joint Commission, and agency’s policies/procedures.
  • Fulfills training requirements including cultural competency, HIPAA, and all applicable EBP training.
  • Collaborate with Finance Department to maintain fiscal oversight and resolve all fiscal issues in a timely manner, including billing, cost management, procurement issues, budget development, insurance contracting, and support data cost reports; Responsible for managing program revenue expectations.
  • Maintains current licensure and completes required licensure CEUs.
  • Other duties as assigned by Chief Executive Officer or VP of Clinical Operations.

SUPERVISORY RESPONSIBILITIES:

Manages subordinates within the program for overall direction, coordination, professional development, and evaluation; Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws; Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Supervises from a perspective of diverse, equitable, and inclusive practices.

Qualifications


MINIMUM REQUIREMENTS:

  • Valid California Driver's License
  • Licensed clinician in the State of California (LCSW, LMFT, LPCC or Clinical Psychologist)
  • Experience in supervision/management, quality assurance, clinical training, and/or progressive leadership in community health or social services setting
  • Demonstrated ability to effectively lead a multidisciplinary team
  • Demonstrated knowledge of business practices related to fee for service mental health modalities, and experience working with managed care and commercial insurances
  • Proficient in the use of electronic medical records system (Cerner, NetSmart)

PREFERRED REQUIREMENTS:

  • Master’s degree in business administration, public health, or similar
  • Experience working with Joint Commission standards of practice for Behavioral Health
  • Experience with contracting and budgeting
  • Excellent oral and written communication skills
