Job Title: Human Resources Director
Reports to: Executive Director
FLSA Status: Exempt
Salary Range: Schedule F
Hours Per Week: 35 hours per week

SUMMARY
In a culturally relevant manner, the Human Resources Director will plan, develop, and implement, direct and oversee, evaluate, maintain and enhance SafePlace human resource policies and practices, activities, and systems, ensuring legal and contractual compliance, as well as implementation of the organization’s mission and talent strategy.
ESSENTIAL DUTIES AND RESPONSIBILITIES

A. Plan, develop and implement; direct and oversee; evaluate, maintain, analyze, and enhance SafePlace human resource policies and practices, activities and systems and improve in response to emerging needs, as necessary.
1. Ensure personnel policies and practices meet federal and state laws, contract requirements and accreditation standards.
2. Ensure annual update of personnel policies and procedures for review by Operations Management Team.
3. Oversee recruitment strategies and hiring activities.
4. Ensure new employee onboarding, orientation and benefit enrollment for incoming employees and analyze exit interviews.
5. Ensure employee and volunteer personnel files are maintained, updated, and
shredded according to document retention laws.
6. Ensure staff pay increments and Salary Increment notifications are initiated in coordination with the Fiscal Director.
7. Ensure supervisors complete timely annual employee evaluations, as well as quarterly employee assessments in BambooHR.
8. Review and approve non-exempt timesheets with the Fiscal Director.
9. Respond to requests for proof of employment, unemployment requests, L&I documentation, employee references, etc.
10. Ensure supervisors evaluate and update job descriptions during their employees’ annual evaluations or when necessary. Forward proposed revisions to the supervisor and Program Director for approval.
11. Compile demographic assessments, salary and benefit reports, and personnel guidelines in order to provide vital analytical information to the agency.
12. Advise agency management on conflict resolution issues and on corrective action development, implementation, and follow-up, as necessary.
13. Perform personnel investigations as needed, and report findings to Executive Director.
14. Seek, and work in consultation with, legal counsel on human resource matters, as needed.
15. Ensure personnel management training for supervisors.ly and ethnically diverse workplace.

Provide research regarding personnel issues for the Executive Director and Operations Management Team.
17. Assess benefit contract bids and inform employees of benefit programs.
B. Ensure the volunteer program design reflects the agency values and needs.
1. Supervise, evaluate, and provide support to the Training and Volunteer Program Coordinator.
2. Ensure that the agency is in compliance with accreditation standards and provide oversight to the Training and Volunteer Program Coordinator in maintaining volunteer personnel files.
C. Assist the Executive Director in investigating and securing adequate insurance coverage.
1. Work with insurance broker to analyze the coverage versus the costs of the agency’s insurance for liability insurance and directors and officers’ insurance.
2. Complete all insurance forms requested by potential providers.
3. Send bids to the board of directors one month in advance of renewal date for approval.
D. Serve on the SafePlace Operations Management Team.
E. Work with Executive Director and Operations Team to build supportive culture at SafePlace.
E. Serve as Acting Executive Director, as needed.
F. Perform duties as described in a culturally relevant manner.
MINIMUM QUALIFICATIONS
• Bachelor’s degree in business administration, social work, counseling, psychology, women’s studies, health or related field, or significant comparable experience in personnel management
• Four years’ experience in personnel management, including hiring policies and procedures and personnel records.
• Demonstrated knowledge of employment law and human resources practices.
• Experience with Microsoft Word for Windows and Excel. Experience with human resource management systems a plus.
• One year’s experience working with benefit packages.
• Experience supervising, motivating and guiding employees and/or volunteers.
• Knowledge in compensation, benefits, employee relations, staffing, employee development, organizational development and compliance.
• Ability to follow through in a confidential and diplomatic manner that is sensitive to the needs of the agency employees and volunteers.
• Excellent organizational skills.
• Must be detailed oriented.
• Ability to maintain a positive attitude in a crisis intervention work environment.
• Demonstrated ability to supervise and motivate staff.
• Excellent written and verbal communication skills.
• Have (or be willing to obtain) a telephone.
• Commitment to the need for client and agency confidentiality.
• Agreement with the SafePlace mission, values, and philosophy statement.
• Subscribe to the theory of empowerment.
PREFERRED QUALIFICATIONS
• Have (or be willing to obtain) a car and liability insurance.
• Certificate of Personnel Management
EDUCATION and/or EXPERIENCE
Bachelor’s degree involving major study in business administration, personnel administration, one of the social sciences, or an allied field and four years progressively responsible experience in personnel administration or technical personnel work. Four years relevant education, training, and experience may be substituted for education.
Specific knowledge and abilities acquired must include the following:
• Knowledge of principles and practices of personnel administration, including recruitment and selection, position classification, salary administration, employee evaluation, and employee relations.
• Knowledge of and ability to interpret federal and state laws that pertain to personnel employment law and nonprofit regulations and laws.
• Knowledge of principles of organization and management.
SUPERVISORY RESPONSIBILITIES
Directly supervise the Training and Volunteer Program Coordinator and carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training the Training and Volunteer Program Coordinator; planning, assigning, and directing work; appraising performance; carrying out disciplinary procedures; addressing complaints and resolving problems; and providing direction, support, feedback and motivation.

TRAINING REQUIRED
Employee is required to complete the initial SafePlace ACT Training and participate in on-going job-related trainings each year.
