Mission:
Quantum is currently seeking a highly qualified individual to provide support as a Program Control Analyst – Senior Level to serve as the Project Control Analyst of multiple projects across multiple classification levels.
Staff Operations. The contractor shall provide technical and/or programmatic support to the USASMDC, G2 in the day-to-day operations in the areas of financial reporting, technology program reviews, process improvement, compliance, and reporting on programs and technical accomplishments. The contractor shall support analysis of key performance metrics and indicators developed by the USASMDC for its internal customers and provide written report findings to USASMDC. The contractor shall support USASMDC staff operations to ensure compliance with Army Workforce training requirements. Contractor support shall include (but not limited to) assistance in preparing reports for command leadership and tracking personnel training status as measure to ensure Army Support Center statistics/reports are accurate.
Financial Reporting. The contractor shall provide financial reports, spreadsheets, and briefing charts. The contractor shall assist in the development of briefings for financial reviews and periodic meetings. These reports and briefings shall be provided in electronic and/or color hardcopy format or as specified by the CDRL.
Resource, Budgeting, Cost Analysis and Financial Management Activities. The contractor shall support and assist USASMDC with regard to General Fund Enterprise Business System (GFEBS) and other financial databases for activities such as preparation and review of financial reports; financial execution/obligation tracking, analysis, and goals/objectives development; monitoring and facilitation of payment processing; budget preparation and execution support; financial/budgetary data collection and analysis; financial auditing; managerial accounting support; and financial/budgetary data maintenance.
The contractor shall support and assist in cost estimating/analysis efforts and projects to include (but not limited to) independent cost analyses, program/project estimates, should-cost studies, cost/technical risk evaluations and assist with manpower studies and analyses in support of Government requests. Contractor support shall include (but not limited to) utilization of GFEBS and other financial databases such as the knowledge management support tools for preparation and review of financial reports along with tracking and analysis of financial execution/obligations.
Responsibilities:
- Develop and maintain cost accounting systems, policies, and procedures.
- Analyze project costs and prepare reports on budget variances and cost trends.
- Collaborate with project managers and other stakeholders to identify cost reduction opportunities and develop cost-saving strategies.
- Participate in the development and review of project budgets and cost estimates.
- Monitor and manage project expenses and ensure that they are within approved budget levels.
- Provide support and guidance to project managers on cost-related matters.
- Work with cross-functional teams to improve operational efficiencies and reduce costs.
- Ensure compliance with accounting standards and regulations.
- Participate in budget preparation, tracking and cost management.
- Tracking financials on a day-to-day level and use these financials to create an overall picture including look at long-term goals and to help minimize risk.
- Understanding of DoD Appropriations and Acquisition.
- Track financial aspects of program/project throughout the total acquisition lifecycle.
- Provide fiscal advice to decision makers that align with the technology development strategy.
- Develop spend plan by consulting with program/project manager to support program/project schedule and established targets.
- Recommend effective and efficient means of using program/project funds.
- Align program/project requirements with finding and use performance indicators to align with budget controls, and cost estimations data to facilitate tradeoff decisions by program/project managers.
- Analyze and evaluate (on a quantities and qualitative basis) the effectiveness of line program/project operations in meeting established goals and objectives.
- Review financial status/performance reports to assess proper execution of funds and alignment to program/project objectives.
- Prepare and review all program/project documentation to ensure financial information correlates with program/project objectives.
- Anticipate and/or identify financial issues and their program/project implications and recommend adjustment and/or corrective actions based upon each particular development phase and learned best practices.
Required Skills and Qualifications:
- At least 3-5 years of experience in cost accounting or related field.
- Experience with DoD appropriated funds.
- Experience with the DoD Planning, Programming, Budgeting, and Execution (PPBE) process.
- Strong analytical and problem-solving skills.
- Proficiency in Microsoft Excel and other relevant software.
- Excellent communication and interpersonal skills.
- Ability to work independently and as part of a team.
- Knowledge of accounting principles, practices, and procedures.
- Experience with ERP systems and project management software is a plus.

Salary Range: $92,500 - $115,000 - Depending on Qualifications and Experience
