Job Description

Torch Technologies Inc., is seeking a Program Analyst individual who will work under close direction of his/her supervisor and Branch International Program Managers (IPMs) to perform a vast array of Security Assistance duties. Defense Security Assistance Management System (DSAMS) experience desirable with prior Security Assistance Experience or DSCU certification. The individual will assist with development of Letters of Offer and Acceptance, monitoring, coordinating, and integrating the complete foreign military sales Program. The individual will assist with preparing material for country briefings, as well as preparing reports and memorandums. In addition he/she will produce information by transcribing, formatting, inputting, editing, retrieving, copying, and transmitting text, data, and graphics. He/she will be responsible for researching transactions and collecting information to assist others in various logistical duties to include tracking of requirements, equipment, and reporting discrepancies. He/she will work on other projects as assigned. He/she will secure information by completing data base backups. Will provide historical reference by developing and utilizing filing and retrieval systems. He/she should demonstrate significant knowledge on utilization of Microsoft Office Products. Program Management Office (PM) experience desirable with missile systems experience. Candidate will perform duties for up to 6 countries for a single weapons platform specifically the Switchblade.

Job Requirements

Qualifications:

Master's Degree and 8-10 years of direct or related FMS experience supporting DoD.

Defense Security Assistance Management System (DSAMS) experience preferred with prior Security Assistance experience or DSCU certification.

Program Management and missile system experience preferred.

Working knowledge of the Security Assistance Management Manual (SAMM).

Excellent oral and written communication skills.

Good working knowledge of Word, Excel, and PowerPoint.

Ability to obtain and maintain DoD Secret clearance.

Duties and responsibilities of the Program Analyst include:

Provide administrative, financial, and logistical support to the IPM in the development, administering, and overseeing of the execution of Foreign Military Sales (FMS) Letters of Offer and Acceptance (LOAs) within the constraints and guidelines established in the Security Assistance Management Manual (SAMM).

Review country submitted Letters of Request (LOR) to ensure the LOR is actionable. Assist in the pre-LOR requirements determination process.

Assist in the development of LOAs, monitoring, coordinating, and integrating the complete foreign military sales program’s requirements.

Assist in preparing material for country briefings as well as preparing reports and memorandums.

Produce information by transcribing, formatting, inputting, editing, retrieving, copying, and transmitting text, data, and graphics.

Research transactions and collect information to assist in various logistical duties to include tracking requirements and equipment, and reporting discrepancies.

Review procurement information and documentation and determine the status of supply actions.

Provide historical reference by developing, utilizing, and maintaining filing and information database systems.

Support the IPM in working with USASAC, Security Cooperation Offices (SCOs), and other Security Assistance related entities within the SA Enterprise.
