Position Overview

We are recruiting for a program manager to support an office that preempts threats to US national security objectives by harnessing technology and tradecraft and drives the state-of-the-art in new technical capabilities. The successful candidate will support an initiative to gain mission advantage in strategy and governance, technology assessment and analysis support, technology transformation support, and protecting the government organization from technology related threats. 

Responsibilities

• Oversee all aspects of the assigned programs/projects to ensure compliance with requirements, schedule, and budget.
• Generate, update, and maintain Integrated Master Schedules (IMS), identify resources, critical path items, address schedule conflicts and risks, and synchronize the IMS with other projects across the program’s portfolio.
• Produce softcopy lifecycle documentation of the contractor’s program included but not limited to documents, spreadsheets, slide decks, etc. as necessary to document, inform, and track the overall contract’s program
• Control expenditures, report monthly actual performance, and create forecasts using an Estimate to Complete (ETC) process.
• Work with functional managers to develop program resource plans. Direct assigned program resources.
• Generate and deliver weekly reports, monthly reports, program review presentations, and other program status updates and highlights.
• Work closely with the Business Development, Engineering, Operations, and Finance departments to support technical and cost proposal efforts.
• Support company sales, profit, and growth objectives.

Required Qualifications

• Active TS/SCI clearance with polygraph required. #qinetiqclearedjob
• Demonstrated project management experience across a variety of efforts involving 20 personnel, strategic and organizational planning, business process improvement, business program and project management, and benchmarking and program metrics
• Demonstrated stakeholder management experience across a similar scope and complexity as posted above
• Demonstrated executive-level communications and interpersonal effectiveness skills across a variety of efforts involving similar scope and complexity 
• Demonstrated working knowledge of current and emerging private sector best practices for investing in and leveraging critical emerging technologies 
• Demonstrated working knowledge of government organization mission, vision, strategy direction, and key programs
• Demonstrated experience effectively enabling reach back support to commercial experts on behalf of government organization’s needs
• Demonstrated experience as a hiring manager to include writing backfill and surge job requirements, establishing salary ranges for positions, and ability to assess candidate technical skill and QinetiQ culture fit
• Demonstrated experience handling multiple sub-k agreements, ability to work with QinetiQ’s subcontracts team to manage purchase requests and managing sub staffing requests
• Demonstrated experience with AGILE software development and JIRA for project tracking.
• Obtain a full understanding of the personnel security process in order to review and analyze current trends for improvement of security processing systems.
