We seek a professional, knowledgeable, Director of Human Resources for a regular, full-time position. The essential responsibilities forthe Director of Human Resources may include, but are not limited to, the following:

  • Actively support the Port’s mission and vision and demonstrate values consistently.
  • Work effectively as a team player with all port employees.
  • Supervise the Human Resources Specialist.
  • Develop and execute recruiting plans, leads the creation of a recruiting and interviewing plan for each open position, efficiently and effectively fills open positions.
  • Manages comprehensive benefits program including medical, dental, vision, life insurance plans, PERS, deferred compensation, 401(a) plan, VEBA, employee assistance plan, education assistance plan, paid leave plans, and wellness plan.
  • Leads company compliance with all existing governmental, labor, legal, and government reporting requirements including any related to the Equal Employment Opportunity (EEO), the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Department of Labor, worker compensation, the Occupational Safety and Health Administration (OSHA), and so forth. Maintains minimal port exposure to lawsuits.
  • Maintains employee-related data bases. Prepares and analyzes reports that are necessary to carry out the functions of the department and company. Prepares periodic reports for directors, as necessary or requested.
  • Develops and presents a variety of training programs to management and employees.
  • Assists the Safety Manager with the port’s health and safety programs. Responsible for the OSHA 300 log. Responds to injury investigations and records outcomes.
  • Manages and maintains effective employee and labor relations. Recommends employee and labor relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation. Conducts administrative investigations and recommends appropriate disciplinary action if necessary.
  • Implements and annually updates compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors performance evaluation program and revises as necessary.
  • Oversees and manages human resources initiatives, strategies, procedures, and systems.
  • Other duties as assigned.

Qualifications:

Education: Bachelors degree from an accredited college or university in business administration, human resources management, or related field. Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) certification is preferred.

Experience: 5 years of progressively responsible experience in human resources. Knowledge of the federal, state, and local employment laws. Thorough understanding of wage and hour laws, ADA, and other state/federal legislation to comply with employment practices, record keeping, and reporting. Ability to conduct administrative and EEOC investigations. Experience with labor organizations highly desired.
