Laborer - Rail

The Port of Vancouver USA is a multi-purpose port authority located in Vancouver, Washington along the banks of the Columbia River. The port has handled a variety of bulk and break bulk cargos since 1912.

The Port of Vancouver USA is a hub for more than 7 million tons of cargo moving from as far away as the Midwest to the Middle East, making its way on barges, trains, ships, or trucks – all converging on port docks. The bulk of cargo at the port includes wheat, minerals, autos, large project cargo, and liquids.

We are a versatile, hard-working port on a mission to create jobs and trade for the region. This is an exciting, highly visible time, requiring outreach and dialog with our community and stakeholders.

The port is also home to over 50 industrial tenants that vary from manufacturing to electronics recycling and craft-beer malt distributing. We have added more than 50 acres of ready-to-build industrial property and are set to grow.

We seek a professional, knowledgeable, Rail Laborer for a regular full-time position. The essential responsibilities forthe Rail Laborer may include, but are not limited to, the following:

  • Actively support the Port’s mission and vision and demonstrate values consistently.
  • Communicating with Supervisors, Peers, or Subordinates: Providing information to supervisors, co-workers, and subordinates by telephone, in written form, e-mail, or in person.
  • Communicating with persons outside our organization: Communicating with people outside the organization, representing the organization to customers, the public, government, and other external sources. This information can be exchanged in person, in writing, or by telephone or e-mail.
  • Establishing and Maintaining Interpersonal Relationships: Developing constructive and cooperative working relationships with others, and maintaining them over time.
  • Estimate height, width, length, and other proportions.
  • Select materials.
  • Work with blueprints or instructions from supervisors.
  • Use prepared sketches, blueprints or online access to determine the location of manholes, catch basins and storm lines.
  • Perform assigned work tasks using hand tools and power tools.
  • Inspection and cleaning of catch basins and storm systems.
  • Inspect underground utility components to identify hazards, defects, and the need for adjustment or repair, and to ensure compliance with codes.
  • Work with materials such as concrete, asphalt, manholes, catch basins, pipe, couplers and fittings unique to the trade.
  • Work in confined spaces that include manholes, vaults and utility trenches.
  • Work from ladders, scaffolds, and roofs to perform assigned work tasks.
  • Work at heights in manlifts of all types to perform assigned work tasks.
  • Use a variety of tools and equipment including all types of power construction equipment, measuring devices, gasoline and electrically driven power tools, saws of all types, pressure washers, paving equipment, mowers, blowers, trimmers and sprayers.
  • Perform physically demanding tasks, such as install pipe, moving and lifting heavy objects, placing asphalt and concrete, setting temporary and permanent fence, tree and brush removal. Installation of bollards and traffic control signage. Installation of railway track components and systems including ties, rails, switches and ballast.
  • Provide assistance during emergencies.
  • After hours emergency response.
  • Updating and Using Relevant Knowledge -- Keeping up-to-date technically and applying new knowledge to your job.
  • Maintain current journeyman status and identification card to meet governmental regulations.
  • Ensure work meets code and specifications where applicable.
  • Laborer Rail Experience may include, but are not limited to, the following:
  • Operates track-wrench to tighten or loosen bolts at joints that hold ends of rails together.
  • Operates rail saw to cut rails to specified lengths, and bends rail to required radius.
  • Operates portable grinder to grind worn ends of rails.
  • Attach rail to ties using spike mauls or spike drivers.
  • Remove spikes with claw bars, spike lifters, and spike pullers.
  • Lift, position, handle, remove and install railroad crossties in and around the track structure.
  • Connect and disconnect rail using track, impact, power wrenches, or welding materials.
  • Participate in safety meetings.
  • Repair and preventative maintenance of railroad bed and tracks
  • Other duties as assigned.

Requirements:

  • A valid driver’s license.
  • A current Laborer journeyman status for Washington State.
  • Ability to apply for and be issued a current TWIC card.
  • Ability to train, apply for and be issued a current Washington State spray applicators license.
  • Ability to train, apply for and be issued a current Washington State Class A commercial driver’s license (CDL).
  • Have successfully completed a comprehensive Laborer apprenticeship program.
  • Ability to work in non-climate controlled conditions required.
  • Ability to perform physical activities that require considerable use of your arms and legs and moving your whole body, such as climbing, lifting, balancing, walking, stooping, and handling of materials.
  • Ability to check rail grade.
  • Must have the ability to become and remain 49 CFR Part 214 qualified.
  • Perform duties that include maintaining records and files, preparing reports and ordering supplies and equipment using Word, Excel, Outlook, and other computer applications. (Strong computer skills required)

Qualifications:

  • High school degree or equivalent.
  • Minimum of 1 year of related railroad MOW experience preferred.
  • Welding experience is preferred.
  • Intermediate personal computer skills

Experience: Any combination of education, experience, and training which substantially demonstrates the required knowledge and abilities is qualifying. Five years of progressively responsible construction experience is desired.
