People With Developmental Disabilities, Office for is Hiring a Director Nursing 3 (Developmental Disabilities) Near Albany, NY

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
In the event that there is not a valid eligible list for this title in this location, candidates who meet the following open-competitive qualifications may be qualified for a provisional appointment. To qualify, candidates must have:
A master's degree in a clinical discipline, public health, public health administration, or health services administration and five (5) years of increasing supervisory and/or administrative responsibility in the provision of health care to persons with developmental disabilities;
OR
A bachelor's degree in a clinical discipline, public health, public health administration, or health services administration and ten (10) years of increasing supervisory and/or administrative responsibility in the provision of health care to persons with developmental disabilities.
Please note the starting salary for this title reflects a geographic pay differential. $157,066 - Posted Hiring Salary includes the sum of the statutory hiring rate for M/C Grade M-4 ($116,686), Increased Hiring Salary ($20,380), and Geographic Differential ($20,000). Geographic Differential added to the job rate ($147,256) for M/C Grade M-4.

Duties Description
The Director of Nursing and Health Services oversees the Bureau of Nursing and Health Services which is housed within the Division of Statewide Services. The Director of Nursing and Health Services position is:
  • Critical to health and safety as it has a direct impact on the quality of nursing and health care provided to the individuals receiving services from OPWDD.
  • Pivotal to maintaining clinical competence and regulatory compliance throughout the state and is responsible for the operational support of health and safety conditions and practices related to both psychological and direct support services at both OPWDD and voluntary providers.
  • Essential for ensuring that OPWDD can accomplish its Core Mission of helping individuals with IDD lead richer lives by providing high quality nursing and health care services.
  • Required to ensure regulatory oversight for the maintenance of revenue that is contingent on successful Federal (Center for Medicaid Services) and State (Department of Health) audit outcomes.
The Director of Nursing and Health Services is essential for the health and safety of individuals with IDD served by OPWDD. The Director of Nursing and Health Services plans, supervises, and evaluates the provision of comprehensive health services to individuals with IDD and provides advice, consultation, oversight, supervision, and direction on the provision of health care services; plans the delivery of health care services to individuals with IDD; and coordinates compliance with Federal and State laws, rules, regulations, policies, and guidelines.
The functions of the Director of Nursing and Health Services include, but are not limited to, the following:
  • ?Uses available data to identify specific gaps in nursing and health care services. Identifies needs and develops programs to meet clinical needs.
  • ?Surveys programs throughout the state to identify best practices in the provision of nursing and health services and shares these practices statewide for implementation.
  • ?Participates on behalf of the agency on inter-agency work groups and task forces that relate to the provision of nursing and health services, developing cooperative working relationships with governmental and private groups to achieve common objectives, exchange information concerning effective and efficient clinical services and advancing the advantages of cooperative relationships
  • ?Meets with the OPWDD state operated and voluntary providers to identify issues and concerns related to the provision of nursing and health services, to plan solutions, to identify issues and to formalize working relationships.
  • Meets with individuals, families, and other concerned groups to discuss specific issues for the purpose of improving the quality of care provided to individuals.
  • Participates as a member of the Central Office management team, coordinating the agency activities related to compliance with Federal and State laws, rules, regulations, policies, and guidelines that address various aspects of the provision of nursing and health services for individuals with IDD. Specifically:
  • ?Analyzes proposed legislation for its potential impact on the nursing and health care of individuals with IDD and provide comments to appropriate parties. · Drafts and creates relevant administrative memos and guidance for clinical practice to be utilized by both state and voluntary providers.
  • Provides information and training to staff of facilities operated or certified by OPWDD on the requirements of new laws, regulations, rules, policies and guidelines.
  • Ensures compliance by facilities operated or certified by OPWDD with Federal standards of care, laws, rules, and regulations as well as those of other state agencies.
  • Provides interpretation and implementation of rules and regulations that impact on the provision of nursing and health services to individuals with IDD.
  • Serves as the sole point person for guidance, input, assistance and oversight for all nursing, medical and other clinical disciplines as well as health-related issues and concerns for both State Ops and voluntary providers. Specifically:
  • Acts as the primary point of contact for healthcare-related issues, fielding questions and concerns for those outside OPWDD and its voluntary providers. This contact can be from other NYS agencies, family, and friends of service recipients, or from any state in the country providing services to the IDD population.
  • Serves as the OPWDD Liaison to various inter-agency work groups and committees as a collaborator on multiple health and wellness projects.
  • Serves as an active member of multiple OPWDD committees and work groups to facilitate the development and implementation of regulations, policies, and programs.
  • Travel as needed to support individuals and providers.
  • Other duties as assigned to support the division and goals of the agency.
  • Travel percentage is an estimated average; actual travel time may vary to support the needs of the Bureau.
