Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent permanent competitive service as a Health Care Surveyor 3, G22, or Community Nursing Services Consultant Home Health Services, G22 and eligible for transfer under Section 70.1 of the Civil Service Law OR Current NYS employee with one year of permanent or contingent permanent competitive service in a title G20 or higher and meeting the open competitive minimum qualifications listed below. Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND a minimum of five years of post-licensure health care, public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care in a licensed health care facility, and two years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator.
Preferred Qualifications: Proficiency with the Microsoft Office suite; Organizational skills and practices; ability to prioritize multiple assignments. Preferred qualifications also include familiarity and knowledge of nursing home regulations, excellent telephone and written communication skills. Two (2) years of experience performing utilization review, medical review, surveillance or monitoring activities at the facility level; Three (3) years of clinical experience in a medical facility, preferably in long-term care.
The position supervises a team of skilled staff assigned to the Center for Long-Term Care Survey & Operations, Division of Operations, Centralized Complaint Intake Unit (CCIU). Duties include assisting in the development, implementation and evaluation of policies and procedures; conducting quality assurance reviews to ensure proper compliance with applicable policies, procedures and other guidance; supervision of staff including time card review/approval, time off requests, performance planning and evaluation; receipt of Long Term Care complaints and facility reported incidents (in general and with a special focus on Home and Community Based Settings complaints/incidents) via telephone, fax, email or written correspondence; appropriately screen complaints to determine authority having jurisdiction; and ensure proper follow-up. As the HCS3, the candidate will also be responsible for preparing responsive material for assigned Freedom of Information Law (FOIL) requests and other correspondence.
