MINIMUM QUALIFICATIONS:
  • Must currently be a permanent Mental Hygiene Staff Development Specialist 2.
OR
  • Must be active and reachable on the Civil Service eligible list for Mental Hygiene Staff Development Specialist 2.
OR
  • Eligible for 70.1 transfer by way of current permanent status in a title deemed comparable by the NYS Department of Civil
Service (must also be within 2 grades of targeted title).
OR
  • Must be eligible for 52.6 transfer by way of current permanent status in a title deemed comparable to Mental Hygiene
Staff Development Specialist 2 by the New York State Department of Civil Service.
OR
  • Qualified for provisional* appointment.
  • Qualified for non-competitive promotion (NCP)
PROVISIONAL APPOINTMENT:
In the event that there is not a valid eligible list, candidates who meet the following promotion or open competitive qualifications
may be qualified for a provisional appointment:
Promotion:
  • One year of permanent competitive service as a Mental Hygiene Staff Development Specialist 1.
Candidates appointed provisionally must take and pass the next available Civil Service exam used to fill this position. Candidates
appointed provisionally must receive a score that is reachable on the resulting eligible list before they can be permanently
appointed. Candidates who are disqualified or who do not receive a reachable score may not be retained.
Open Competitive:
EITHER A.
  • One year of experience in the preparation and delivery of in-classroom training in a human services setting*.
OR B.
  • A bachelor’s degree in a human services field may be substituted for the one year of experience provisionally appointed to
this position.
  • For purposes of this examination, a human services setting is considered to be any organization or institution that provides
direct care or support services for individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community
mental health clinic, nursing or rehabilitation facility, correctional facility, intermediate care facility, institutional or school setting, or
community based residential and/or day program.
NON-COMPETITIVE PROMOTION:
  • If three or fewer qualified and interested promotional candidates respond to this notice, the agency may, at is discretion,
nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service
Law. To qualify, you must be a current OPWDD employee and have one year of service as a Mental Hygiene Staff
Development Specialist 1.
Duties Description
POSITION DESCRIPTION:
As a Mental Hygiene Staff Development Specialist 2, you would assist higher-level specialists in planning, organizing, and
presenting institution and community-based training programs designed to improve the knowledge and abilities of those
responsible for care, program, treatment and well-being of individuals with developmental disabilities in various settings You would
directly participate in training programs, gather data to support the development and organization of training programs, identify
training needs, and conduct informational training sessions.
PRIMARY DUTIES AND RESPONSIBILITIES:
  • Conduct New Employee Orientation Training.
  • Track SISO’s and provide credit in the Statewide Learning Management System.
  • Become certified and conduct PROMOTE Level One, Two and Restrictive daily.
  • Become certified in and conduct First Aid/CPR/AED weekly.
  • Conduct Fit Testing for new employees.
  • Setup rooms for training, and coordinate trainee participation.
  • Organize and conduct other trainings as needed.
