Capture Manager

OneZero Solutions continues to exceed growth projections. Due to an anticipated increase in opportunities within the federal government contracting space, we are seeking a Business Development Capture Manager with proven experience in the DoD, DHS, or DoS markets. We are seeking an immediate hire with an exceptional attitude and skill set aligned with the duty and experience descriptions below. If you have a track record of identifying, pursuing, and winning contracts with the federal government and you meet or exceed the qualifications below, we want to speak with you. Ideally, the BD Capture Manager will reside in the National Capital Region.

Job Summary: Develops and maintains customer business relationships in federal government markets. Identifies, develops, and captures opportunities for business expansion. Develops marketing strategies and provides input into long-range business plans. Acts as liaison with government agencies and offices.

Leads the capture process effort for a pre-identified business opportunity. Analyzes the draft RFP/SOW; develops and implements the capture plan; and orchestrates all capture activities during the pre-proposal and proposal phases and post-submittal activities. Defines capture team resource requirements and costs associated with bid and identifies and trains capture team members to ensure necessary support elements are available. Assesses capabilities, strengths, and weaknesses and assists in the development of capture strategies and marketing approaches. Interacts across departments (i.e., Proposals, Human Resources, Finance, Contracts, etc.) to assist in pricing approach and develop overall win strategies. Prepares and presents recommendations (i.e., go/no-go decision presentations) to senior management. With the assistance of the Proposal Manager and proposal writers, translates win themes and bid strategies into meaningful proposal content.

Requirements:

  • Secret Clearance Eligibility

Education and Experience:

  • Bachelor of Arts (BA) or Bachelor of Science (BS) degree in an appropriate field and a minimum of eight (8) years' professional experience supporting federal clients; or Master of Arts (MA) or Master of Science (MS) degree in an appropriate field and 6 years' experience
  • Minimum four years of experience building capture plans and successfully winning competitively solicited DoD, DoS, and/or DHS requirements, with significant preference for USAF ACC or AFMC, DoS CA/IRM, CBP, CISA, FEMA, and/or TSA success.
  • Experience engaging with and/or managing multiple subcontractors or other industry partners.
  • Experience driving and supporting RFP response activities, to include themes/shaping, solutioning, outlining and compliance, compelling and technically astute narrative, and pricing alignment.
  • Deep understanding of Cybersecurity, DevSecOps, Data Analytics, and/or Enterprise IT requirements and offerings
  • Preferred experience includes:
    • History of winning opportunities of $15,000,000 or larger
    • Management consulting experience
    • Experience with updating, maintaining, and managing opportunity pipelines

Essential Duties:

  • Demonstrate collegiality, teamwork, and partnership by embracing OneZero core values.
  • Coach, mentor, and train staff to effectively grow the portfolio and execute corporate strategy.
  • Identify, qualify, and capture Enterprise IT, Cybersecurity, DevSecOps, and Data Analytics professional services opportunities within a targeted federal market space.
  • Work with the OneZero business development team to achieve annual growth and pipeline development goals.
  • Develop account plans for multiple federal markets, including significant qualitative and quantitative analyses.
  • Develop and execute capture plans for strategic and near-term opportunities including pricing, staffing, and content creation.
  • Assist in development of successful pricing strategies, identify risks, and interpret solicitation requirements.
  • Develop and execute effective call plans for meetings with target clients, program managers, and industry partners.
  • Build and maintain positive relationships with federal representatives and industry teaming partners.
  • Build OneZero's awareness of business and procurement trends in the DoD, DoS and/or DHS spaces.
  • Represent OneZero at various conferences, events, and other forums.
  • Support pre-award contract transition activities.
  • Work with proposal staff to craft pre-proposal and proposal content, to include briefings, executive summaries, technical approaches, management approaches, transition management approaches, staffing approaches, quality management approaches, past performance references, and pricing volume content.

  • Travel is required, sometimes on short notice.
