Job Summary:
We are seeking a detail-oriented and experienced Staffing Specialist to join our team. The Staffing Specialist will provide skilled Human Resources Recruitment Support to the Director of the Smithsonian Libraries and Archives and engage the SLA’s ELT and HRL staff in meeting goals and deadlines for backfilling the 25 open positions.
Responsibilities:
- Develop and implement effective sourcing strategies to attract qualified candidates
- Conduct interviews and assess applicants' relevant knowledge, skills, experience, and aptitudes
- Collaborate with hiring managers to understand staffing needs and requirements
- Manage job postings on various platforms and social media channels
- Negotiate employment offers and prepare employment contracts while working with OHR to obtain a Favorable preemployment letter
- Ensure compliance with employment labor laws and regulations
-Assist in the development of the Job Analysis and Rating Plan to be used with vacancy announcements for each position according to Smithsonian specified formats.
- Support talent management initiatives including succession planning and career development programs
Required Skills and Abilities:
- Expert knowledge of US Office of Personnel Management rules and regulations governing Federal staffing, recruitment, and hiring practices and procedures.
-Ability to apply Federal Human Resource knowledge to provide consultation and advice.
-Ability to review applications and make determinations regarding eligibility for consideration.
-Expert knowledge of OPM qualification standards.
-Experience using Monster’s automated staffing system, sufficient to perform various recruitment activities, including providing information to hiring officials on certificates of eligibles.
-Expert ability in development of Job Analysis and Occupational Questionnaire and Rating Plan using OPM guidelines.
-Skill in oral communication to provide advice.
