Assnt Human Resources Manager

Duties and Responsibilities:

  • the incumbent will perform and supervise the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; 
  •  Performs the full range of supervisory duties for Human Resources Specialists, trainees, and administrative 
  • support employees engaged in activities related to recruiting, developing and maintaining an adequate and competent workforce; 
  • Trains new employees in the procedures and techniques required to perform their job. Provides needed retraining and interprets applicable laws, rules, and regulations;
  • Assists in developing, maintaining, planning and administering HCR’s classification plan, consistent with agency goals, which includes, but is not limited to: review of organizational relationships and the impact of changing programs on existing positions and organizational structures; analyzing data and developing appropriate classification recommendations; 
  • reviewing Program requests for new positions, reclassifications, reallocations, earmark releases, increased minimum hiring rates, geographic, and shift pay differentials, and other related classification and compensation matters; 
  • Work closely with the Office of Training & Professional Development in the creation of a retention & career mobility program for the agency
  • Lead the Budget Director Approval (BDA) and Non-BDA process for new hires, salary increases, and promotions for the Office of Human Resources Management.
  • Conduct intake meetings with hiring managers prior to recruitment process to Review job description, clarifying job title, duties, and salary; set candidate qualification criteria; Confirm hiring stages and identify strategies.
  • Manage agency's social media recruitment efforts, including operating the agency's LinkedIn Recruiter account and LinkedIn job announcements.
  • Coordinate with HR Business Partners to identify employment gaps and potential retirees in order to build an appropriate candidate pipeline through networking strategies.
  • Manage recruitment budget and identify AI and recruitment technology that can help the agency reduce time- to-hire, reduce costs, and push diversity and inclusion efforts.
  • Manage agency's career fair efforts, identifying and attending events, both virtual and in-person, that would be the most beneficial to the agency.
  • Manage the Applicant Tracking Systems for HTFC and SONYMA, HFA, and AHC.
  • Assist in labor relations-oriented services (i.e., fact finding and investigations for grievances and disciplinary actions, maintaining good union relations and rapport, interpreting, and understanding various union contracts.
  • Conduct administrative studies and analysis and preparing reports for routine and special projects, as needed.
  • Attend pertinent training sessions and workshops (may participate in training staff).
  • Interface, on a regular basis, with service agencies and outside entities (i.e., the Department of Civil Service, the Division of the Budget, the Governor's Office of Employee Relations, etc.).
  • Assist in special projects.

Minimum qualifications

  • Bachelor’s degree and a minimum of 5 years of related experience
    • Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
  • 1-2 years of previous supervisory experience
  • Ability to work under pressure. 
  • Ability to work effectively with staff. 
  • Proficient in Microsoft Office with strong Excel.
  • Confidentiality is a must. 
  • Excellent writing and communication skills.
  • Strong organizational and time management skills.
  • Ability to work with a team and independently.
  • Ability to handle shifting and multiple priorities in a fast-paced environment.
