Job Description: The Program Manager will be responsible for overseeing and managing ongoing projects supporting EOIR Headquarters and Field Site Services across all EOIR courts in the United States and overseas. This role requires extensive experience in project management and IT Governance to enhance productivity and improve product quality through established performance management practices. It is imperative that ongoing projects are not impacted during the transition of contracts. The Program Manager will need to provide project reports on a weekly basis or when required by the Government Task Managers (GTMs). This strategic leadership position requires exceptional organizational, interpersonal, and problem-solving skills, as well as the capability to lead a team of key personnel including, but not limited to, Operations Managers and Training Leads/Architects. Acting as a recognized technical expert, the Program Manager will employ business management practices, industry standards, and information technology disciplines to develop technical and/or business solutions. The role demands a high level of diverse technical and industry experience with an expectation to keep abreast of technological developments and industry trends. This position reports to the Contract Program Manager and requires active Public Trust.Note: Position is contingent on contract award. Requirements: U.S. Citizenship is required.Candidate must possess Public Trust.This position is onsite at DOJ location.Qualifications and Experience: Bachelor's Degree with 12 years related experience or a Master's Degree with 10 years related experience.Proven experience in leading high-level project management initiatives.Exceptional leadership skills with a history of managing cross-functional teams.Strong analytical and decision-making capabilities.Effective organizational talents, capable of handling multiple projects simultaneously.Proficient in communication, with an ability to convey complex concepts to a diverse audience.Expert comprehension of technical and enterprise information system frameworks.Initiative to remain updated with the latest industry trends and technological advancements.Comfortable working both autonomously and in a team environment. Familiarity with the following is a plus:ITIL, PMP, or similar certifications.History of collaboration with the Department of Justice.Involvement in IT operations, especially relating to service orchestration and cloud migration.Adeptness with ITSM platforms, particularly ServiceNow.Experience in managing communications and compliance processes in alignment with Federal Records Management protocols.Responsibilities: Align staff levels with contractual key personnel positions to efficiently support large-scale IT initiatives.Ensure compliance with the contract terms and the delivery of accurate and error-free deliverables.Coordinate with COR/GTMs to manage staffing and ensure daily duties of all key personnel are performed while reporting all activities.Apply models such as CMMI and the ITIL Process Maturity Framework to assist in process and service improvements.Oversee IT operations to achieve optimal service delivery and customer satisfaction.Evaluate operational performance and recommend improvements.Develop, implement, and manage operational processes, procedures, and documentation.Maintain records of operational activities and respond to data calls as required.Preside over system lifecycles in alignment with EOIR's policies and regulations.Lead technology assignments and collaborate on feasibility studies and system planning.Support quality assurance and technical risk management.Assist in budgeting, forecasting, and facilitating technical innovations.Availability to support business hours in the US Eastern time zone and extended hours as needed.
