Multnomah County Drainage District #1 is Hiring an Information Services Manager Near Portland, OR

This position is open from Monday, January 22 until filled. A first review of applications received will take place on February 15, 2024 for any applications received by February 14, 2024 at 11:59 pm.
The Information services manager supervises, administers and manages the district’s computer network infrastructure and all related technology applications. The information services manager maintains the reliability and integrity of the network, provides cost effective technology solutions for district staff to use and supervises the day-to-day operations of the information services department including the outside contractor providing computer support.Examples of Duties:
  • Manage Information Services operations; 
  • Establish policies, procedures and performance standards for district’s Information Systems; 
  • Evaluate performance and program effectiveness and take action for improvement as necessary; 
  • Negotiate and administer contracts for technology service providers.
  • Plan, administer and monitor all data networks throughout the district; Maintain network architecture, coordinate and perform network installations, expansions and upgrades; Monitor, test and supervise the service of all systems and equipment; Administer and maintain user rights and access security; Develop and/or maintain district wide email system and other enterprise cloud services.
  • Develop long and short-term goals and work plans for Information Services to the District; Formulate action plans; Actively participate in information services strategic planning and implementation; Serve as liaison to various departmental information groups to communicate and formulate such plans.
  • Serve as project manager for all technology related projects; Integration with cloud services; Coordinate third-party vendor management for service contracts; Install and configure software and hardware.
  • Develop and recommend standards and procedures for purchasing, implementing and standardizing district computer hardware and software; Direct the development of software applications or selection of vendor products; Perform analysis, testing and debugging of programs; Prepare documentation and retain records; Manage the implementation of new applications and provide staff instruction.
  • Manage department budget preparation and administration.
  • Project Manager for all procurement activity related to technology, including purchasing staff computers and other technology equipment.
  • Track inventory for technology equipment, including computers and cell phones
  • Responsible for destruction or offloading of equipment that exceeds useful life
  • Collaborate with IT service provider to support staff with electronic equipment, including onboarding, offboarding and regular replacement of equipment.
  • Set up and maintain on-site workstations in hybrid work environment
  • Serve on or provide support to a variety of committees, task forces or groups as necessary.
  • Perform related duties as assigned.
 General Responsibilities: 
Specifically, the department manager series class duties include:
  • Directs and coordinates the work plan for the assigned department; 
  • meets with staff to identify and resolve problems; assigns work activities, projects and programs; 
  • monitors work flow; reviews and evaluates work products, methods, and procedures. 
  • Participates in the selection, motivation and evaluation of assigned personnel; 
  • provides or coordinates staff training; 
  • works with employees on performance issues in coordination with human resources; implements discipline and termination procedures. 
  • Serve on or provide support to a variety of committees, task forces or groups as necessary.

  • Complete required Incident Command System training 
  • Ensure department coverage to provide 10-hour response time during flood season when the Columbia River elevation at the Vancouver Gage is at 17.2’ or above.
  • Adhere to workplace safety rules and regulations
  • Occasional weekend and evening shifts may be required.
  • Some travel may be required to attend conferences and events.

Knowledge of:
  • Principles and practices of training and program evaluation.
  • Principles and practices of computer technologies, including network administration, architecture, operating systems, virtual environment administration, security operations and cloud computing.
  • Principles and practices of programming methodologies and the software development lifecycle.
  • Principles and practices of hardware and software diagnostic methodology.
  • Project management standards and practices.
  • Modern cloud service providers, including AWS, Google, and Microsoft Azure.
  • Project management principles/practices and prioritization and change management.
  • Video conferencing tools, such as Microsoft Teams, Zoom, and Cisco WebEx.
  • Public Records law and records management methodology and best practices.
Ability to

  • Analyze business needs and provide solutions based on best practice and industry standards.
  • Demonstrate competency in leadership, communication, project management, process improvement, problem solving, organizing and delegating assignments.

  • Collect, compile and analyze information and data.
  • Make sound decisions based on research and analysis.
  • Respond to a diverse range of requests and inquiries from employees in a tactful and courteous manner.
  • Successfully pass the background check and screening requirements required for the position.

Education, Experience, and Special Requirements:
  • Bachelor’s degree in applicable field or equivalent experience
  • 5-8 years directly related professional experience
  • 1-2 years of supervisory or project lead work experience
Working Environment: General officeenvironment, sitting, occasional lifting. This position is not considered safety sensitive. This position is expected to work during regular business hours to provide support for departments. This position is eligible for hybrid work if authorized under district policies and procedures.
