Summary

The Assistant Director of Operations Program Support has a moderate level of authority for the decision-making, staffing, and budget for their functional area of responsibility, subject to approval regarding significant issues by senior management within MTA Construction & Development. Decision-making authority over their functional area of responsibility is within well-defined, somewhat diverse procedures and precedents. The Assistant Director provides analysis and input for policy and procedural changes with final approval from senior management and supports the implementation of such changes.

Responsibilities

Typical duties may include:

Provide management within their area of responsibility to ensure effective implementation of administrative processes and provide input to support efficient and effective departmental or business unit operations.

Perform contract-related fundings including preparations in accordance with MTA policies and practices in relation to purchase of goods and services.

Develop, solicit, negotiate, and award contracts in accordance with the MTA Bid Request for Proposal processes and prepare related documents and analysis as well as contractor compliance with all terms and conditions.

Handle special projects, perform cost/price analyses, and draft procedures. Prepare awards such as modifications, change orders, changes in the scope of work, pricing, fee schedules, and contract close-outs.

Serve as a liaison to other departments, agencies, and vendors. Resolve vendor non-payment requests/price discrepancies.

Program manager for P-Cards/Corporate Cards – establishing limits, reviewing expenses for compliance and proper recording, and reconciling with the bank.

Manage implementation of administrative functions within their area of responsibility or a business unit, including but not limited to some of the following areas: capital project budget administration, procurement requests, payment coordination, timecard/job charge management, space management (including field offices), non-revenue vehicle management, training/travel requests, overtime management, audit response, internal controls, and/or equipment/supplies management.

Coordinate with related parties throughout C&D.

Manage the development, analysis, reporting, and maintenance of data and related systems required for effective operations in project management, business units, or departmental operations.

Provide input into overall strategy and approach in consultation with senior management.

May manage and undertake budget activities and requests for a program of capital projects within a business unit or departmental operations.

Manage the preparation of data analysis, reporting, and presentations related to capital project management, business unit, and/or departmental operations.

May manage data and document management activities for project management systems within a business unit or integrated project.

May assist document management activities within large projects and programs.

May support activities to prepare personnel requests and documentation for a department or a business unit, including temporary staffing services.

Support coordination within the business unit(s).

Maintain related reports and data.

May manage and provide input to resolve issues for contracts and procurement requests supporting operations or capital program/project-related issues.

Education and Experience

Bachelor’s degree in Business Administration, Public Administration, Engineering, Architecture, Computer Science, or a related field.

Must have a minimum of eight (8) years of related experience.

Must have a minimum of four (4) years in a managerial or supervisory role and/or project manager role in a large, multi-faceted organization.

An equivalent combination of education and experience may be considered.

Competences:

Experience in managing diverse administrative functions supporting operations of a large organization preferred.

Knowledge and experience in contracting, specification writing, and products and materials.

Prior work experience with MTA contracts management and NYS contracting provisions is a plus.

Experience in implementing MTA policies and practices related to project management, budget, human resources, procurement, payment processing, facilities management, timekeeping, and/or other administrative functions preferred.

Ability to manage sensitive information with a high degree of confidentiality and judgment.

Negotiation skills, including planning and implementing negotiation strategies.

Excellent communication and interpersonal skills.

Excellent organizational skills and attention to detail.

Ability to collaborate with a broad range of stakeholders and drive outcomes.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

Ability to manage multiple contract requests and a large volume of contracts on an ongoing basis.

Excellent team-building, listening, problem-solving, and prioritization skills.

Proficiency in PeopleSoft, Microsoft Office Suite (including Word, Excel, Access, PowerPoint, and Outlook), Power BI, Teams, or similar applications.
