Metropolitan Council on Jewish Poverty is Hiring a Manager, Benefits Access Near New York, NY

Met Council is America’s largest Jewish charity dedicated to serving the needy. We fight poverty through comprehensive social services and by treating each client with compassion, integrity, and respect. Our programs are staffed by experts who help over 325,000 clients each year and advocate on behalf of all needy New Yorkers. Our services include 100% affordable housing at 21 locations, family violence program, Holocaust survivor assistance, geriatric social work, crisis intervention and the largest free kosher food distribution program in the world. Our network of 120 food pantries, affordable housing sites, and JCCs provide services directly in neighborhoods across New York City.

Position Summary:

As part of the Benefits Access department, the Manager of Benefits Access will strengthen departmental efforts through staff program support, training, technical support, and data management. The Manager will supervise some of the department’s field staff, with overall supervision of the department provided by the Director of Benefits Access. The Manager will develop and lead training efforts for internal staff and external partners on public benefits eligibility and enrollment systems, such as ACCESSHRA and HRA’s Paperless Office System (POS). They will be responsible for maintaining training materials, external data, and programmatic lists to support staff and partners. They will also serve as a point of contact, along with the Partnerships Coordinator, for all field staff and external partners on technical issues relating to program protocol, eligibility, data capture, and enrollment systems support. Other duties will be assigned to support the Director as needed.

Principal Responsibilities:

  • Provide day-to-day support, guidance and program management relating to client services for SNAP Specialists, Tax Preparers, Health Insurance Enrollers, and other Benefits Access staff in the field.
  • Lead training for Met Council staff and CBO sites on public benefits eligibility and enrollment systems.
  • Manage internal and external program data, analyze data to identify potential issues and areas of success.
  • In conjunction with the Director of Benefit Access, develop and implement training action plans to address issue areas.
  • Serve as main point of contact for technical support, program eligibility questions, documentation questions, client advocacy efforts, etc. to streamline and strengthen client services.
  • Provide on-site support for program launch at new sites, in conjunction with the Partnerships Coordinator.
  • Utilize Met Council’s database (currently AWARDs, soon to be Salesforce) for tracking client interactions and reporting purposes.
  • Participate in coalition meetings and HRA meetings to ensure up-to-date knowledge on benefits protocol and policies.
  • Provide direct client services at main site and field offices, as needed.
  • Supervise some frontline staff, and provide support to interns and volunteers.
  • Other duties as assigned.

Skill and Education:

  • Bachelor’s Degree (preferred), comparable combination of work experience and education (accepted)
  • 2 years of management experience (required)
  • Knowledge of public benefits system (required)
  • Proficient in Microsoft Office Suite required, particularly with Excel (preferred)
  • Familiarity with low-income communities and needs in New York City (preferred)
  • Bi-lingual Spanish, Russian, Hebrew, Yiddish, or another language is a plus.

Compensation: $60,000 to $70,000 per year.
