Site Development - Operations Program Manager Responsibilities:

• Centralize and oversee Site Development Operations including development and management of Single Source of Truth repositories, pillar-wide documentation development and maintenance, and clear and thorough communication streams to broader team.
• Identify and lead process improvement and tooling innovation opportunities within Site Development. Manage assignments of programmatic initiatives to ensure the right Subject Matter Experts are pulled in and they have context on other concurrent workstreams that might impact their work. Coordinate with XFN teams where process or tooling interacts with other pillars’ workstreams.
• Lead regular Site Development Operations meetings to communicate with managers and broader team on the status of Site Development business operations and share context to forge broader org alignment to key processes, changing priorities, and/or efficiency improvements.
• With support from Business Controls role, lead yearly budget development processes and associated quarterly reporting for Site Development’s OpEx and CapEx accounts. This process includes closely coordinating with all execution team managers to solicit budget needs, reviewing all allocations, and coordinating with partners to ensure accuracy and integrity of forecasts.
• Together with the Business Controls role, serve as the main liaison between the Site Development execution teams and the contracting and procurement support teams to manage and coordinate all requests. This includes RFQs, supplier onboarding, TPAs, master contract strategies, scope development, prime model contracting, competitive RFPs when appropriate, vendor analysis and reviews, purchase requests, purchase orders, change orders, and invoice approval routing. Additionally, manage and oversee a system for tracking status of contracts and financials, including forecasting and actuals.
• Identify and lead changes to contracting or procurement processes where appropriate to support additional scaling and efficient reporting. Troubleshoot issues for execution teams and vendors to ensure contracting and procurement efforts are not hindering progress on time sensitive work.
• Program manage special initiatives assigned by manager that enable Site Development to operate more effectively and efficiently.
• Drive and facilitate yearly Objectives and Key Results (OKRs) sessions to develop Site Development’s pillar-wide commitments and targets and manage quarterly tracking of results. Coordinate with key stakeholders both within and outside of Site Development to ensure the OKRs are comprehensive, accurate, and support the broader business objectives.
• Together with Business Controls role, oversee and engage in compliance activities for broader Site Development workflows including document control, commercial agreement commitments, entity creation, coding, and stealth protocols.
• Develop and maintain strong relationships and manage operational communication with XFN partner teams including Finance, Accounting, Strategic Planning, and other execution partners. Represent Site Development in business operations forums.
• Partner with Strategy Development Manager to ensure business operations objectives align to latest strategic direction, portfolio priorities, and optionality policies.

Minimum Qualifications:

• Bachelor’s degree in Business, Accounting, Real Estate, Architecture, Engineering, or Science
• 7 years of relevant work experience in operations, construction management, site development, commercial real estate, or project management
• Experience in managing multiple layered or large-scale projects and coordinating with internal staff and external consultants, vendors, and other stakeholders
• Experience taking ownership to develop and drive process improvements
• Proven interpersonal and communication skills with high attention to detail

Preferred Qualifications:

• Site selection, development, or construction industry experience
• Master of Business Administration (MBA)
