Title:Director of Program Development

Reports To:Director of Programs & Administration
Summary: Assists Director of Programs & Administration with designing, and building out new programs, and enhancing existing programs. Responsible for entire grant cycle: application, award, implementation, evaluation, and monitoring for program and fiscal compliance, ensuring all grant-funded programs and contracts meet their goals and are in compliance.
Essential Functions:
⦁ Supports the development and implementation of new programs in the agency, from proposal phase to program development to program implementation, monitoring, evaluation, and compliance.
⦁ Assists with recruitment, hiring, retention, and training and development of program services staff and overseeing operations relevant to programmatic functions.
⦁ Assists with overseeing routine programmatic functions in the agency.
⦁ Assists with building and cultivating program funder relationships and engagement.
⦁ Serves as liaison to program funders and community partners; establishes and maintains partnerships with other agencies, and service providers.
⦁ Supports the development of a culture and reality of collaboration, innovative improvement and cross-functional project teams.
⦁ Leads the project team toward accomplishing project goals.
⦁ Drives the content and operations of program development, enhancement, and improvement projects.
⦁ Provides reliable communication with the project team and funders, including providing coaching and guidance.
⦁ Orients project staff and managing their work related to the content area.
⦁ Plans, develops, implements, and oversees annual contract compliance goals and objectives for the agency; monitors the agency’s progress on meeting contract goals, and takes corrective actions as needed.
⦁ Oversees grant funded programs and analyzes program performance data. Identifies areas for improvement and makes changes as needed.
⦁ Works with Director of Programs & Administration and CFO to create and monitor program budgets.
⦁ Looks for opportunities to expand the breadth and scope of agency programs.
⦁ Prepares program reports required by funders and other ad hoc reports, as needed.
⦁ Develops proposals in response to open bids as appropriate.
⦁ Attends meetings and trainings as assigned.
⦁ Performs other duties as assigned.
Qualifications:
⦁ Bachelor’s degree in education, social work, counseling, business/public administration or a related field.
⦁ Strong leadership skills with minimum of 2 years of experience in program development and management, supervision, and proposal writing.
⦁ Must possess knowledge and experience in program and proposal development, contract compliance, project management, funder cultivation and engagement, nonprofits, and/or senior services.
⦁ Must be self-motivated and able to work under minimal supervision.
⦁ Excellent verbal and written communication and interpersonal skills.
⦁ Must be bilingual and bi-literate in English and Cantonese; Mandarin a plus.
⦁ Proficient in MS Office including Excel, and Internet.
⦁ Must be able to travel via public transportation or personal/department vehicle for performance of job duties. If driving, must have and maintain a valid CA driver license, satisfactory driving record, and auto insurance coverage as specified in Self-Help's policy.
