THIS IS A NON-CIVIL SERVICE POSITION POSTING DATE: 03/28/2024 CLOSING DATE: 05/28/2024 AT 12:00AM MIDNIGHT SALARY: $42,213.00 - $66,960.00 Annually CLASS DESCRIPTION Baltimore City Mayor’s Office of Homeless Services (MOHS) is seeking a dynamic professional to assist the Coordinated Access team to develop and implement the Coordinated Access System (CAS) for housing and services for people experiencing homelessness. This position reports to the Coordinated Access Supervisor, Homeless Services Program. ESSENTIAL FUNCTIONS Supports and facilitates the homelessness coordinated entry system. Works closely with team members and community partners to identify systemic barriers within the housing and homelessness system, and develop strategies to overcome homelessness. Complete and process client assessments, verify eligibility for programs, and create housing matches. Works closely with team members and community partners to identify systemic barriers within the housing and homelessness system and develop strategies to overcome homelessness. Manage client and program appeals process according to operational policies and procedures. Maintain client, program, and system files in accordance with HUD and privacy law requirements. Assist with a wide variety of qualitative and quantitative research activities including collection and preparation of data as well as extraction and analysis of data from multiple sources to create summaries, tables, and report sections. Coordinate & fulfill both ad hoc and routine data requests, which are often time-sensitive and complex, and prepare necessary responses to the data request tickets. Conduct case conferencing and provide staffing support to population-specific initiatives as needed such as veterans, youth. Recruit, train, and monitor Coordinated Access assessors, navigators, and housing programs on policies and procedures, common assessment tool, and HMIS integrations. Provide help desk, end user, and technical assistance support for assessment and housing match process to participating housing programs, navigators, and community stakeholders. Collaboratively work with team and supervisor to develop and implement operational procedures. Perform related work as required. EDUCATION AND EXPERIENCE REQUIREMENTS EDUCATION: Have a bachelor’s degree from an accredited college or university, preferably with a course in quantitative methods or research methods. AND EXPERIENCE: Have one year of experience in collecting, compiling, and interpreting data. OR NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of basic research techniques and methodology. Knowledge of English usage, grammar and writing techniques; requires excellent verbal and written communication skills. Ability to collect, compile, verify and review data and statistics on homeless services programs for use in proposals, presentations and recommendations. Ability to prepare reports, charts, graphs, statistical tabulations, and other documents using various data and statistics with strong attention to detail, and outstanding quantitative skills. Ability to work independently and manage multiple tasks. Ability to work with others effectively. Strong interpersonal skills and excellent organizational and time management skills required. Proficiency in Microsoft Word and Excel. Data management and organizational skills are important. Work must be timely and precise. Must be a self-starter, with sound judgment and a high level of professionalism; and the ability to prioritize multiple tasks.
